Description
The Army Contracting Command- Aberdeen Proving Ground- Belvoir Division (ACC-APG Belvoir), on behalf of PM FPS is issuing a 2nd�Request for Information (RFI), in accordance with Federal Acquisition Regulation (FAR) 15.201(e). The purpose of this RFI is to solicit industry feedback of Commercial Off The Shelf (COTS) technology that can enhance the Army�s current Automated Installation Entry (AIE) capability for initial vetting and near-real time, continuous vetting of personnel against authoritative data sources during Installation Access Control Point (IACP) operations. This market research seeks to focus on existing and/or emerging technologies that have a demonstrated ability to minimize risks and enhance security through verification and authentication of a person and their identification credentials against DoD-approved authoritative databases. Additionally, this technology must be interoperable with the DoD Identity Matching Engine for Security and Analysis (IMESA) capability and provide a means to produce and manage Homeland Security Presidential Directive � 12 (HSPD-12) compliant access control credentials for Installation population group members (as required). Ideally, systems that support IACP operations should enable rapid traffic throughput and support optimization of Installation entry guard force and Visitor Control Center (VCC) agent requirements (i.e., provide and improve common levels of support). This RFI also seeks to better understand and validate industry vendors� demonstrated ability to efficiently and effectively integrate technological enhancements into fielded/operational configuration baselines while concurrently managing technology refresh efforts and software updates. The fielding and deployment of an improved AIE solution is primarily a modernization effort to satisfy a validated business need and to meet DoD mandated requirements for initial and continuous vetting of Installation population groups against FBI National Crime Information Center (NCIC) files and other authoritative data sources.
