Description
NOTICE OF INTENT TO SOLE SOURCE-For Code & Specifications updates for Construction Documents and Construction Phase Services for the Munitions Load Crew Training Facility (MLCTF) for the District of Columbia ANG -113th WG, Joint Base Andrews, in Camp Springs, Maryland. Contract No. TBD This Notice is being published in accordance with Federal Acquisition Regulation (FAR) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract. The statutory authority for this sole-source procurement is 10 United States Code 2304(c)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(iii)(B), �Only one responsible source and no other supplies or services will satisfy agency requirements.� The United States Army Corps of Engineers (USACE) Baltimore District (NAB) intends to solicit and award a Firm-Fixed-Price Sole Source Contract to POND & Company to provide code & specifications updates to the Construction Documents originally completed in 2017, and Construction Phase (Title II) Services for the construction of the Mission Load Crew Training Facility for the District of Columbia ANG -113th WG, Joint Base Andrews, in Camp Springs, Maryland. The revisions will encompass necessary changes to the drawings and specifications to bring them into compliance with all current applicable model codes and reference standards. Additionally, POND will provide Construction Phase Services for construction of this new facility. POND originally designed the facility and prepared the current Construction Documents comprised of architectural, civil, structural, mechanical, electrical, plumbing and specifications. Upon completion of the revisions to the Construction Documents, and upon completion of bidding and subsequent award for construction, POND will be responsible as the Designer of Record (DOR,) for Construction Phase Services and will respond to all Request for Information (RFI�s), will review shop drawings and submittals, and will provide interpretation of the Construction Documents to the General Contractor during all phases of construction. POND will coordinate Punch Out inspection & Punch List Report with USACE and will review the general-contractor prepared O&M Manual at project close-out. Requirement In general terms, the task order consists of providing revisions to plans & specs to update them per current codes and standards, followed by construction phase services in support of new building construction.� The Architect-Engineer (A-E) shall provide all necessary services required to revise the Construction Documents to take into account changes to the building codes and specifications that have occurred since the drawings were originally completed in 2017. Additionally, the A-E shall provide all necessary services required to continue support to the construction field office during the construction period.�� Construction Document Revisions: The A-E shall provide 500 hours of technical assistance with a team of blended disciplines to the Area/Resident Engineer and their staff, as required to complete the necessary revisions. This assistance will include, but not be limited to, the following tasks: Review life-safety & code analysis sections for changes per current codes in force (ICC, UFC, NFPA, etc.) and update/ revise as necessary. Revise construction drawings as may be required as a result of changes per Item �a� above. Review the project specifications for changes per current codes & reference standards and update/ revise the specifications as necessary. Construction Phase Services: The A-E shall provide 1,000 hours of technical assistance with a team of blended disciplines to the Area/Resident Engineer and their staff, as requested by them in writing for the duration of the construction period. These requests will not come from the COR, but rather USACE Construction Division staff.� This assistance will include, but not be limited to, the following tasks: Review of Shop Drawings Site Visits during Construction Attendance at meetings which may include the pre-work conference and design progress meetings with the contractor. Responses to requests for information (RFIs) to assist the Baltimore District Reviews of special construction techniques, methods, and procedures and annotate available documentation to provide recommendations for approval or disapproval. Reviews, evaluations, and construction time and cost impacts for User requested changes. Reviews of Contractor Value Engineering Proposals and provide comments and/or recommendations for approval or disapproval. ������� Responses to requests for information to assist the Area/Resident Engineer. Note:� The A-E will not be compensated for construction phase support required to correct errors or omissions in the design documents. Technical Assistance shall be task specific and rendered only after receipt of a written request from the Area/Resident Engineer and their staff. The A-E shall document the effort expended for each Technical Assistance task in the summary of work included with their invoices. Operations and Maintenance (Option): The A-E shall prepare an Operations & Maintenance Manual for the elements and processes included in this design.� The manual shall be written in a format which can be directly added to the existing manuals. Operations Manual:� The operations manual shall address both design concepts and operational procedures.� The manual will describe the specific equipment provided, including how various equipment components function together to comprise the system, and how the instrumentation relates to the system and controls its operation.� Multicolor process schematic diagrams will be developed to show all equipment, piping, and valves.� Standard operating procedures will be developed and shall include: Initial start-up Normal start-up Normal operation and monitoring Normal shutdown Emergency shutdown System alarms and emergency actions Safety requirements (Specifically � ammonia safety) Maintenance Manual:� The maintenance manual will provide information on all equipment.� The following shall be included for each piece of equipment:��������� ����������� Equipment data (Manufacturer, type, model, size number of units, etc.) Recommended spare parts list Routine maintenance tasks (including recommended frequency) Trouble shooting guide MAXIMO Work Order System Input: Using the O&M information gathered above, the A-E will update our MAXIMO Work Order System as follows: Complete and fill in the equipment application to ensure an accurate inventory of all equipment assets. As a minimum the model number, serial number, manufacturer and nameplate data should be inputted for each equipment. Attach documents or electronic files in pdf format to equipment records using the attached document feature. Documents to be attached shall include exploded part diagrams, pump curves and/or other pertinent information. Review and update the preventative maintenance procedures and schedules for equipment to ensure accurate tracking of preventative maintenance by MAXIMO. To facilitate this, photos and other diagrams shall be inputted as necessary. Pre-Startup Training (Option):� The A-E will prepare a pre-startup training course, to include, course outline, training schedules, course objectives for pre-startup operator training, detailed lesson plans, associated training aides, and material handouts. The A-E will submit lesson plans to the Installation for review eight weeks prior to the commencement of training.� Lesson plans will be developed concurrently and submitted with the draft operations manual for review.� The training will be generally based on the draft operations manual. The A-E will ensure all training materials are obtained and delivered to the Installation prior to commencement of training. All training at the Installation shall be duplicated so that maintenance personnel and operations personnel can attend in shifts. The Construction Phase Services will be concurrent with construction duration of the project.� The Period of Performance for this Task Order is twenty-four (24) Months from Date of Award. This notice is NOT a request for competitive proposals. All responsible sources may submit a capability statement, which shall be considered by the agency. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The approved Justification and Approval, (J&A) for this procurement will be posted following the closure of this Notice.
