DO NOT PROVIDE A QUOTE; THIS IS A NOTICE OF INTENT TO SOLE SOURCE NUMBER: PR: 0040535361 POSTED DATE: 6/16/2021 SUBJECT:AK NATIVE RELATIONS TRAINING This announcement constitutes the only notice. This is not a request for quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, Region 7 Contracting and General Services intends to issue a sole source, firm-fixed price order to: COMPANY: Chugach Regional Resources Commission, DUNS: 884237561 FOR : $84,000.20 ON: 6/24/2021 NAICS: 611710 Educational Support Services AUTHORITY: 8.405-6(a)(2) Limited Sources Justification and Approval 13.106(b) Soliciting from a single source Determinations not to compete this proposed procurement were made because: Coordination and logistical support for Alaska Native Relations training, primarily consisting of culturally sensitive planning and scheduling for a diverse cadre of Elders from throughout the state. These training events require a cadre of Alaska Native elders, who fly or call in from small villages within the state. Demonstrated first-hand experience in dealings with all Alaska tribal governments, trust relationship with U.S. government, and numerous other Alaska Native topics is required. The vendor must be trusted to adequately host Alaska Native elders (have lived in a village, can communicate at the correct tempo, be patient), have knowledge of the laws that impact Alaska Native peoples, and be able to quickly and efficiently provide logistics for training events. Because the courses are designed by the Alaska Native Affairs staff and US Fish and Wildlife Service employee training cadre, it is imperative to work with a trusted partner who cares about the current and future state of Tribal and Alaska Native relationships. Past efforts using other vendors failed with those vendors being unable to successfully coordinate with differing styles and cultures of the diverse cadre of elders. It is imperative to contract with an organization who represents all tribes and their primary function is natural resources and wildlife services.
