Description
Request for Proposal�(RFP) for Mental Illness: Signs and Symptoms course The U.S. Secret Service is specifically intending to acquire an instructor to conduct Mental Illness, Signs and Symptoms training. This class will be offered to Special Agent (SA) and Uniformed Division (UD) recruits within the protective intelligence block of instruction. The purpose of this instruction is to prepare Special Agent and UD officers to interview and investigate Protective Intelligence (PI) subjects in order to determine the potential risk of unwanted outcome those subjects may pose to United States Secret Service (USSS)-protected interests. The instructor will present information related to the types of mental illnesses and related symptoms that historically have manifested in the protective intelligence subjects SA or UD officers are likely to encounter during their regular course of duty. The instructor must have conducted numerous mental health evaluations and treatment of mentally ill patients suffering from various disorders to include Schizophrenia, Bipolar Mood Disorder, and Antisocial Disorder. �This task will allow the U.S. Secret Service to acquire the necessary training requirement to perform their mission. Offerors are required to submit a comprehensive and complete technical quotation that demonstrates their ability to perform the work described in the Statement of Work (SOW). This technical quotation should describe their expertise in dealing with persons with mental illness, recognizing the associated symptoms, and purveying said information to United States Secret Service (USSS) Special Agent (SA) and Uniformed Division (UD) officer recruits, all with the goal in mind to prepare said recruits to interview and investigate Protective Intelligence (PI) subjects in order to determine the potential risk of unwanted outcome those subjects may pose to USSS-protected interests. Offerors are cautioned to respond to all the requirements annotated in the Statement of Work (SOW) and to provide sufficient information to allow evaluation of the quotations. The technical quotation shall not exceed ten (10) single-sided pages (excluding cover page and table of contents). Offerors must possess a doctoral degree in the field of psychology, and must have experience in the research and/or clinical treatment of individuals with particular types of mental illness, including, but not limited to the following: Schizophrenia, Schizoaffective Disorder, Bipolar Disorder, and Major Depressive Disorder, as well as their associated symptoms (visual/auditory/command hallucinations, delusions, paranoia, mania, suicidal ideation, and other depression-related symptoms). They must also have extensive experience working with law enforcement agencies in various capacities, including, but not limited to, threat assessment, conflict resolution, employee assistance, hostage negotiation and/or other de-escalation intervention techniques, and mental health training.� Offerors are required to submit a comprehensive and complete experience/qualification quotation/resume that demonstrates said work experience. This includes describing their education, research, and clinical experience regarding their experience in dealing with persons with the aforementioned mental illnesses and their associated symptoms. This also includes describing their knowledge of the principles of behavior-based threat assessment. Offerors shall also present academic degrees and professional credentials/licenses that certify her or his level of experience. This evaluates the objective work experience and qualification, including nature, date, location, customer, and methods of previous work of the offeror. It also allows for a qualitative judgment regarding the breadth, depth, and relevance of that work experience, and a qualitative judgment regarding how well the work was performed. The experience/qualification quotation shall not exceed five (5) single-sided pages (excluding cover and table of contents). �It should also be noted that individual class dates will be scheduled as appropriate during the contract�s performance period as dictated SATC and UDTC class progression.
