- Description
- This Notice of Intent to sole source by the US Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, MD acting on behalf of the Defense Health Agency (DHA), Armed Forces Medical Examiner System (AFMES), located at Dover Air Force Base requests a Firm-Fixed Price (FFP) contract with Life Technologies Corporation for the purchase and delivery, of three version 1.6 GeneMapper ID-X software full install upgrades and Fifty version 1.6 GeneMapper ID-X client upgrades. The GeneMapper ID-X version 1.6 software STR analysis software is needed to perform data analysis on short tandem repeat 3500XL Genetic Analyzer data files from human remains process at the Armed Forces DNA Identification Laboratory and shall meet the following characteristics: Specifications: Shall support data transfer to probabilistic genotyping software with streamlined data export. Shall be compatible with 3500 Data Collection Software v4. Shall provide CODIS compatibility, with CODIS 8, CMF3.2, R.16, and CMF3.3 formats. Shall provide off-scale data recovery with higher first-pass success rate for database samples. Shall provide an improved usability and functionality to the user interface, including sample sorting, editing and deleting of alleles, reporting, and printing. Shall provide updated panel manager to accommodate advancements in recent STR chemistries. Shall be able to analyze 3500 Genetic Analyzer sample files generated from PowerPlex Fusion, AmpFlSTR Globalfiler, Minifiler, and Yfiler. Shall be Windows 10 compatible Shall provide quarterly Oracle security patches for the software. Shall have following Enhanced Command Line Interface Functionality: Process multiple commands under the same login Export and import the database Move sample to a new project Export the information in the sample info tab Generate a PDF using the sample file name Print PDF in landscape or portrait orientation Print PDF with page size of A3, A4, A5, legal or letter Shall have the following Enhanced User Interface Select multiple peaks and assign artifact label Normalization in Analysis Method set to �Off� as Default Retain zoom in plot view on Y axis after scrolling Project list is sorted based on date created as a default. Analysis Method and Size Standard drop-down menus sorted alphabetically Use of arrow key to go to the next sample within a sample plot view New sorting option in genotype table to sort by marker name only 3500 Capillary lot information updated in Sample Info view Ability to enter stutter distance greater than 8.5 Added confirmation step before deleting an allele Option to display size standard normalization factor from Data Collection in the Samples table and include in report Export Genotypes table with stutter alleles Partial Locus Indicator (PLI) Shall have the ability to have a login drop down that will show active users, Shall have ability to dismiss �Reason for change� box using keyboard commands Shall have ability to purge audit records according to specified time periods Shall have an enhance peak detection algorithm for addressing low level peaks adjacent to high level peaks Shall have enhanced profile comparison tool functionality Shall have enhance print capabilities to print on paper of different sizes with landscape orientation, print the label edit viewer table from the plot view, ability to add custom labels and printing of quality values from the plot view. The North American Industry Classification System (NAICS) for this requirement is 335990 and PSC 6160. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government.
