Description
The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Hamamatsu Corporation., for the procurement of a broadband UV source. ��The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures. The Sensor Science Division, within Physical Measurement Laboratory at the National Institute of Standards and Technology (NIST) requires a laser driven light source.� Calibrations of optical detectors have been performed in the UV spectral comparator facility, UVSCF, for several decades.� The UVSCF has provided calibrations of optical detectors from 200 nm to 400 nm in units of A/W, for use in the semiconductor industry, solar measurements, and now for the urgently required UV disinfection applications. To provide these calibrations a high intensity broadband UV source is needed to work with monochromator based UVSCF, especially in the range of 200 nm to 300 nm.� Initially an argon mini arc was used but found to be not as stable as required.� An EQ-99 replaced the mini arc but it did not have sufficient intensity down to 200 nm.� � Extensive market research has been performed and the only source that could be found that can meet the programs minimum requirements is a Laser Driven Light Source, Model EQ-77 from Energetiq, a subsidiary of Hamamatsu. The Laser Driven Light Source, Energetiq Model EQ-77 was the only broadband UV source that could provide mW of UV power in the 200 nm to 300 nm range required for the UV measurements.� Due to the signal losses incurred by the existing monochromator, the largest signal possible input to get a sufficient signal above the measurement noise, is required.� The EQ-77 is a broadband UV source unlike the select laser lines of the laser only sources.� Regular lamps do not provide output at 200 nm.� LEDs only work in select wavelength ranges requiring the use of many LEDs and do not provide the intensity needed in the 200 nm to 300 nm range. The EQ-77 with a quartz window and off axis parabolic focusing, EQ-77-QZ-S, EQ-77-OAP-EFL-8, EQ-77-CHILLER-KIT, is the only UV source that can provide the needed UV output from 200 nm to 300 nm in the mW power levels. Hamamatsu Corporation is the established US source for the Energetiq LDLS product line. Delivery shall be FOB DESTINATION and shall be in accordance with the Contractors established service lead times.�� � The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 1000 employees. No solicitation package will be issued.� This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by established due date/time set forth in this notice. Inquiries will only be accepted via email to joni.laster@nist.gov . No telephone requests will be honored. �� A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement in the future.�
