- NOTICE OF INTENT TO SINGLE SOURCE� Solicitation Number: W9127N21Q0067 Agency: Department of the Army Office: U.S. Army Corps of Engineers Location: USACE District, Portland Classification Code: 6695 � Combination and Miscellaneous Instruments NAICS Code: 334513 � Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables Notice Type: Special Notice Synopsis: � This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 �Synopses of Proposed Contract Actions.� The U.S. Army Corps of Engineers (USACE), Portland District intends to award a single-source, firm-fixed-price supply contract to SoftPLC, 25603 Red Brangus Drive, Spicewood, TX 78669. This is a contract to purchase the SoftPLC Hardbook HB2-HDC2--ASSY and an associated part ICO�CFTSG. The HB2-HDC2--ASSY is a customized hardware/software assembly SoftPLC Corporation manufactures specifically for USACE hydroelectric applications. It is not available to other customers. These assemblies were created based on requirements given by the USACE HDC/ACCS group in Portland, OR for the GDACs application. GDACS (Generic Data Acquisition and Control System) system at The Dalles Dam Project.� GDACS allows our power plant operators the ability to remotely control and monitor the function of our generator units (and auxiliary systems) from our centralized powerhouse control room and is run with the SoftPLC runtime software. The system is also responsible for automatically annunciating and recording abnormal events to a computer that is stationed in the powerhouse control room.��� Because this brand of processor unit is already in service and spares of the requested item are already stocked, there is no need to buy and stock additional spare parts or make modifications to the system in order to make another brand/type of processor unit work in place of the SoftPLC hardbook processor units. In addition, compatibility with the SoftPLC software is critical to ensure seamless operations of the system. Further, to make best use of the parts the Government have on hand and ensure that any new and/or spare parts purchased will be interchangeable and capable of reliably and properly functioning together, it is not reasonable to consider purchasing another brand of processor unit at this time. Also, because the requested SoftPLC processor unit is custom configured at the factory, including the required software licenses, for our specific application and our journeyman are familiar with the functionality of is product, it is not practical to consider substituting another brand for the requested item.��� The statutory authority for this non-competitive acquisition is 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1) � Soliciting from a Single Source for purchases not exceeding the simplified acquisition threshold. A SOLICITATION WILL NOT BE POSTED The Government intends to proceed with this sole source action. The NAICS code is 334513 � Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables.� The size standard as defined by the U.S. Small Business Administration is 750 employees. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a capability statement that they have ability to provide like equipment, as established herein, that interfaces and is compatible with existing infrastructure and parts are interchangeable with current replacement stock parts.� If no affirmative written responses are received by 2:00 PM Pacific Time on 16 June 2021, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
