- Sole Source Notice of Intent (FAR Part 13 � Simplified Acquisition Procedures) In accordance with FAR Part 13 Simplified Acquisition Procedures, the United States Fish and Wildlife Service (USFWS) Ash Meadows Fish Conservation Facility intends to award a sole source action to Sierra Controls, LLC for a base year contract (12 months). The Ash Meadows Fish Conservation Facility (AMFCF) houses the only refuge population of the endangered Devils Hole pupfish. The project consists of replacing the Programmable Logic Controllers (PLCs) and upgrading the Supervisory Control and Data Acquisition (SCADA) system at the AMFCF. The current PLCs/SCADA are 10 years old. The age of the system has led to a cumulative loss of function. Further component failures have been caused by power surges. These issues have resulted in loss of automated control of critical parameters for the refuge tank. Lack of automation of the refuge tank risks a catastrophic failure of DHP appropriate parameters and potential loss of the entire backup population of DHP. Sierra Controls is uniquely qualified to upgrade the AMFCF PLC/SCADA system. The upgrade is a continuation of troubleshooting work performed by Sierra Controls since November 2020. Other contractors that were contacted had significantly longer time frames to conduct the work. Sierra Controls works with other FWS fish hatcheries, giving them knowledge and expertise to our particular needs over other vendors that focus on wastewater treatment. No other contractors are capable of completing this job within the timeframe needed due to the remoteness of the AMFCF which causes significant challenges in access and scheduling. The preferred contractor has completed several time-sensitive troubleshooting projects in the AMFCF, and has experience working with other FWS fish hatchery facilities. The existing knowledge of the AMFCF refuge tank system will help complete the project in a timely manner, allowing the AMFCF to continue sustaining the refuge population that is required by the recovery plan for the species This is not a solicitation for competitive proposal. All responsible sources that have determined that they can provide the same products or services may submit product information and a capabilities statement that speaks to the products/services the US Fish and Wildlife Services are seeking in this proposed acquisition. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the Government.
