- Description
- The General Services Administration, Public Building Service, Greater Southwest Region 7, Acquisition Management Division, intends to issue a Request for Proposal (RFP) for installation of a new double-walled, steel 500-gallon AST at the Russell B. Long Federal Building and Courthouse, 777 Florida Street, Baton Rouge, LA 70801.� AST design, installation and operation shall be conducted in accordance with all applicable industry standards and local codes, including applicable rules set forth in Narional Fire Protection Association (NFPA) 30,30a,31, International Fire Code (IFC) and others.� ASTs are required by GSA to include spill and overfill protection, release detection, secondary containment and corrision protection as needed.� NFPA rules cover installation and operation standards for storage tanks, oil handling systems, and oil burning equipment.� Installed ASTs must be certified to meet Underwriters Laboratory (UL) Standard 2085 and include a manufacturer's warranty for a minimum of twenty (20) years.� As an Option, GSA may choose to have the Contractor provide the closure and decommissioning of the existing Underground Storage diesel fuel tank (UST) and buried steel piping. This procurement is a 100% Service Disabled Veteran Owned Small Business set-aside.� The estimated cinstruction cost magnitude for all work under this project is between $25,000 and $100,000.� The applicable NAICS Code for this project is 237120�(Oil and Gasline Pipeline and Related Structures Construction) with a size standard of $39.5 Million.� All responsible, qualified firms are encouraged to submit a proposal.� For the purposes of FAR 52.236-1, Performance of Work by the contractor, the contractor selected for award shall perform no less than 15% of the work. The source selection process and criteria will be based on the Lowest Price Technically Acceptable.� Proposals shall have a writen Tecnical Capability of the Contractor and Price Proposal.� �Ofers will be first evaluated on technical capability.� Those offers found to be technically acceptable will then be evaluated on price.� The technically acceptable offer with the lowest evaluated price will win the award after all responsibility determinations are verified.� Fot this procurement technicl capability is approximately equal to cost or price.� The Government intends to award without discussions, but reserves the right to hold discusions if determined necessary.�� Solicitation No. 47PH0521R0027 has ben replaced with Solicitation No. 47PH0521R0043.� The solicitation will be issued on or about June 17, 2021.� Proposals will be due on or about July 19,2021.� Award is anticipated to be on or about July 30, 2021.� The period of performance is 191 calendar days after receipt of notice to proceed. A site visit will be conducted on July�7, 2021 at 8:30am.� Details pertaining to the site visit are located in the solicitation.
