Description
The US Army Corps of Engineers, Walla Walla District is seeking small business sources for a construction contract entitled: Northwest Division Regional Asbestos and Hazardous Material Abatement.� The work is located at Division Facilities within the boundaries of Oregon, Washington, Idaho and Montana.� This will be a firm-fixed-price construction contract.� The North American Industry Classification System (NAICS) code for this project is anticipated to be 238910 and the associated small business size standard is $16.5 million.� This sources-sought announcement is a tool to identify businesses with the capability to accomplish the work.� This is not a solicitation.� Only those firms who respond to this announcement by submitting the following information will be used in determining whether to set aside this requirement.� A)� A list of no more than five current projects at least 50% physically complete or past projects demonstrating technical experience with work of a similar nature to that listed in the Summary Scope of Work.� For each project submitted, provide a brief narrative statement of the work involved, your firm�s role in the project, performance period, the dollar value and the completion date.� Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. B)� A reference list for each of the projects submitted in A) above.� Include the name, title, phone number and email address for each reference. C)� Provide a statement of your firm�s business size (HUBZone, Service Disabled Veteran Owned, 8(a), small disadvantaged, or woman-owned) with regards to the NAICS code listed above.� D)� Provide a statement that your firm intends to submit an offer on the project when it is advertised. E)� Provide a statement of your firm�s bonding capacity.� A statement from your surety is NOT required. F)� Cage Code and DUNS number. G)� This type of work has previously been solicited and awarded under NAICS code 562910; please provide comments or feedback about the anticipated NAICS (238910) code to be used for this construction contract. Submit this information to David Boone, Contract Specialist, via email to david.c.boone@usace.army.mil. Your response to this notice must be received on or before 2:00 PM on July 9, 2021. Summary of Scope of Work: The work consists of the following major elements: Provide labor, supervision, transportation, equipment, supplies, materials, services, permits, plant, labor, disposal, studies/surveys, travel and any and all other services as required in connection with removal and disposal of asbestos, lead-based paint, heavy metals, other solid or hazardous wastes, and certified industrial hygienist (CIH) services.� Possible tasks may include removal and disposal of lead (including lead based paint) and asbestos containing materials (ACM) from powerhouse equipment during equipment upgrade or repair.� Work may include ACM from main unit windings, cabling, HVAC system insulation and switchgear, removing lead based paint from components, walls and fixed portions of the main units and removal and disposal of other lead containing items such as batteries and counterweights.� The type of asbestos abatement work could require complex clean up requiring negative pressure enclosures to simple glove bag abatement jobs. Contractor must be State/local licensed for ACM/lead abatement, bonded and have adequate experience to successfully accomplish the abatement task in all or one of the following states:� Washington, Oregon and Idaho, and must also have extensive experience in Class I-IV operations. Contractor shall be able to furnish a certified industrial hygienist (CIH) with no less than 5 years� experience in industrial work environments, pertaining to the protection of the health of workers and plant personnel.� The CIH shall be certified by the American Board of Industrial Hygiene (ABIH).
