- Page 3 of 4 Sources Sought Note: This is not a solicitation but rather a Request for Information (RFI/Sources Sought) for market research purposes only. Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 5, is issuing this Sources Sought in order to identify capable firms and obtain information for planning purposes only. Responses must be submitted by 4:00 PM EST, June 22, 2021. Submit responses to this Sources Sought via email to theresa.thomas7@va.gov. All SDVOSB and VOSB firms that respond shall include proof of CVE certification via www.vip.vetbiz.gov. All small business firms that respond shall include proof of small business status via their Representations and Certifications in accordance with (FAR 4.1102 Policy). While SDVOSB/VOSB firms are preferred, all capable firms are welcome to respond to this Sources Sought. All respondents to this Sources Sought shall include as part of their response answers to the below questions and provide any additional pertinent information that supports the answers. If there are any ambiguities in this Sources Sought, please identify them in your response. The results of this market research will assist in the development of (1) the requirement, and (2) the acquisition strategy (e.g., socioeconomic set-aside, full and open competition, etc.). VA assumes no responsibility for any costs incurred associated with the preparation of responses. STATEMENT OF WORK Zeiss OS/Cirrus HD-OCT 6000 Imaging Device The Huntington, WV. VA Medical Center has a requirement for the Cirrus HD-OCT 6000 spectral-domain optical-coherence tomographer which allows scanning of the front and back structures of the eye. The instrument will replace older technology that is used routinely for patient-care in the eye clinic. The 6000 model device comprises upgraded as well as new features, as follows: acquisition-speed of standard scans is increased by 3.7x, which permits fewer errors in test-results. The ergo finer diagnostic and management information increases the expediency with which patients can be assessed, and improves the efficiency with which the clinic operates, yielding possibly shorter in office waiting times. Field-of-view and depth-of-scan each is increased by 1.5x, for better diagnostic ability, and possibly fewer out-of-house referrals. Angiography-quantification is made available, which permits tracking the progression of ocular diseases. The contractor will need to coordinate with the Veterans Affairs Medical Center department of biomedical engineering, to service all on-site installation of hardware and software, as well as to provide any on-going support within the frame of their warranty-period.
