SOURCES SOUGHT NOTICE for Historic Caretaker�s Lodge Rehabilitation and Restoration Projects � VA National Cemeteries at Raleigh, New Bern, and Salisbury North Carolina This is a Sources Sought/Request for Information only. This is NOT a Solicitation Announcement, nor is it a Request for Proposal. This request does not obligate the Government in any contract award. The U.S. Army Corps of Engineers, Wilmington District, is conducting research to determine the market capabilities of potential contractors to perform Rehabilitation and Restoration to Historic Caretaker�s Lodges at the VA National Cemeteries in Raleigh, New Bern, and Salisbury North Carolina. NAICS: 712120 Historic Site, $8.0M In accordance with FARS 36.204(f) the magnitude of construction for this project will be between $1,000,000.00 and $5,000,000.00. If Solicited individual, the magnitude of construction shall be identified separately at the time of solicitation. Contract Areas and Construction Limits: ** The Government is considering single project advertisements, or the possibility of a combined project advertisement based on the contractor response for the below listed work. Contractor�s should indicate their response whether they would be interested in Project Area 1, Project Area 2, Project Area 3, or all Project Areas. ��� �Project Area 1:� Work will take place within the Raleigh National Cemetery in Raleigh, North Carolina. Work is solely on the Caretaker�s Lodge and immediate grounds vicinity. ���� Project Area 2:� Work will take place within the New Bern National Cemetery, in New Bern, North Carolina. Work is solely on the Caretaker�s Lodge and immediate grounds vicinity. ���� Project Area 3:� Work will take place within the Historic Salisbury National Cemetery, in Salisbury, North Carolina. Work is solely on the Caretaker�s Lodge and immediate grounds vicinity. �Business Size: This work defined herein is being considered for Small Business Set-Aside, with the potential preference or further designation for Service-Disabled Veterans Owned Small Business Set-Aside. Scope: Work requires strict adherence to the standards for preservation and rehabilitation. The work covered by this sources sought includes furnishing all equipment, labor, services, supplies and materials necessary to satisfactorily complete the rehabilitation and restoration of a residential historic building to the U.S. Department of the Interior�s Secretary Standards for preservation and rehabilitation (hereafter �Standards�). Typical work includes but is not limited to the following: repair and replacement of roof and roof drainage; repair and replacement of masonry; repair of existing windows; of exterior doors with more historically appropriate materials; demolition and rebuilding of porch(es) to more appropriately matched historical look: minor structural upgrades; restoration of interior finishes; upgrades to the kitchen and bath(s) with newer finishes and to a more modern aesthetic. Responders to this sources sought should submit no more than a three-page narrative that outlines the following capabilities: Experience with historic masonry per the Standards for preservation and rehabilitation Experience with residential-scale preservation and rehabilitation per the Standards Experience with working in a Cemetery Coordination of work on sites where other contractors may be concurrently performing work under a separate contract Performance of the work as a prime contractor on a Federal contract. � Bonding Capability: � Firms shall provide evidence of bonding capability for both single and aggregate bonding programs by means of a letter from a Surety Company.� This correspondence should explicitly state the responding firms authorized bonding program in addition to documenting the firm�s capacity on current contracts and/or task orders.
