- Description
- The Environmental Laboratory (EL) of the U.S. Army Engineer Research and Development Center (ERDC) has a requirement for plant community assessment and analysis for efficacy and water exchange characteristics related to herbicide treatments for controlling flowering rush in the Columbia River, Washington on a sole source basis Four Peaks Environmental Science & Data Solutions (CAGE Code: 7YWZ0).� Due to the nature of this research, the vendor must have extensive specialized skills in assessing impacts of the restricted-use herbicide diquat dibromide (formulated as Reward Herbicide) used in controlling submersed flowering rush in large river systems with high water flows in the Pacific Northwest (PNW) region, must be knowledgeable about large hydraulically complex reservoirs and riverine systems within the PNW Region to understand water exchange characteristics using fluorometric methods, must be knowledgeable about submersed and emergent aquatic plants that are native to the PNW region, and must be able to combine the water exchange data with the biomass and water quality data to determine herbicide effects on submersed plants.� Because of the highly specialized experience and expertise required for this research, Four Peaks Environmental Science & Data Solutions is the only vendor with the known capability to perform these services. This notice is not a request for competitive quotes or proposals.� A solicitation will not be issued.� However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.� The information submitted must be provided in sufficient detail to demonstrate the vendor�s ability to fulfill this requirement.� The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.� Verbal communications are not acceptable in response to this notice.� Responses to this requirement may be submitted to Jody Criss at Jody.Criss@usace.army.mil.� The solicitation number shall be included in the subject line of the e-mail submission.� Responses must be received no later than 3 days from the posted date of this notice.
