Description
Under the authority of FAR 13.106-1(b)(1) Soliciting Competition, the Department of Commerce/National Oceanic and Atmospheric Administration/National Environmental Satellite Data and Information Service (DOC/NOAA/NESDIS), intends to award on a sole source basis with ICEYE, Inc.� The DOC/NOAA/NESDIS is not aware of other sources that can provide the required services. Therefore, it intends to make an award to ICEYE, Inc., unless it is contacted by a vendor who believes it has similar technical expertise, and can provide the same satellite service. The requirements are for near real-time satellite imagery for the Satellite Analysis Branch (SAB). This branch is located in the Satellite Products and Services Division (SPSD) of NESDIS, Office of Satellite Products and Operations (OSPO) and serves as the operational focal point for near real-time imagery products and multidisciplinary environmental analyses within NESDIS. Specifically, the Marine Pollution Desk within SAB monitors U.S. coastal waters for marine pollution events such as accidental or intentional crude oil discharges, illegal fishing and marine debris and relays this information to the U.S. Coast Guard. SAB is also responsible for providing satellite-based analyses for oil spill incidents declared by the National Ocean Service (NOS) Emergency Response Division and routine monitoring for any anomalous features in satellite imagery that are believed to be from man-made spills. Oil spill information is submitted to NOS, United States Coast Guard (USCG), Bureau of Safety and Environmental Enforcement (BSEE), and others via the Marine Pollution Surveillance Report which provides first responders with information detailing the location and extent of oil or marine debris in U.S. coastal waters. The objective of this effort is to create a resource through which SAB is able to obtain near-real-time satellite imagery for marine awareness. The contractor is required to provide 24x7 support for marine awareness in the form of Synthetic Aperture Radar (SAR) satellite imagery acquisition, processing and delivering. The contractor shall create a resource for which SAB is able to obtain near, real-time SAR satellite imagery for situational awareness through their remote sensing capabilities. The SAR imagery acquisition, processing and delivering shall be in accordance with the assigned specifications in the Statement of Need (SON) and adhere to the established requirements. � The period of performance (POP) is for a 12-month base period, with 3 additional 12-month option periods, for a total of 48 months. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Interested parties may identify their interest and capability to respond to the requirements or submit proposals.� This notice of intent is not a request for competitive proposals or a solicitation for offers. �However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product to� Joel L. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This acquisition is being conducted under FAR Part 12 Acquisition of Commercial Items. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 517919.�
