Description
***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, National Weather Service (NWS), National Hurricane Center (NHC), intends to negotiation, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Illumina Inc., to renew the annual service contract for the Illumina MiSeq high-throughput sequencers. Service will be provided in two locations Seattle, and Port Orchard, WA. � ***The sole source determination is based on the National Oceanic and Atmospheric Administration (NOAA) requirement that Illumina is the sole provider of this maintenance and support on the Mi-Seq S/N M02215 and Mi-Seq S/N M06088 as the manufacturer of this equipment. Illumina guarantees in-person response within 2 days in the event of a failure, no other technicians are capable of providing this qualified service. Failure of these instruments could cause the failure of ongoing research projects. �All parts and replacement reagents must be compatible with the current sequencers which requires original equipment manufacturer certified technicians. Previous contract for this support was done through Illumina and ends on 09/19/2021. Renewal to start on 09/20/2021 through 09/19/2022 for the base with four options. ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
