TITLE:           D- NOTICE OF INTENT TO AWARD SOLE SOURCE         SOL:              36C24221Q1016  DUE: June 24, 2021 at 12:00 PM EST.         SET ASIDE:    N/A              NAICS:         519120: Libraries and Archives POP STATE:  09/01/2021 through 08/31/2022 plus 4 option years   AGENCY:     Department of Veterans Affairs New Jersey VA Healthcare System for East Orange and Lyons Campuses    POC:              Mariangie Rivera, email Mariangie.Rivera@va.gov DESCRIPTION: NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT TO PROQUEST, LLC.  Market research was conducted and determined ProQuest, LLC is the only vendor capable of providing the Health and Medical Collection Subscription necessary that meets the requirements.                 ProQuest, LLC provides a proprietary platform and is the sole holder of copyright protection on its collective or derivative. These platforms, such as ProQuest, Alexander Street, RefWorks, and its other online information and research services, cannot be sourced out to another.                 This Notice of Intent is not a request for Proposals or Quotations. No solicitation document exists, and telephone or email inquiries will not be accepted.         No contract award will be made based on proposals or quotations received in response to this notice.          The government may consider all Expressions of Interest (EOI) received before June 21, 2021 by 12:00 PM EST."".    A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.  Information received will be considered solely to determine whether to conduct a competitive procurement.   Responses to this notice must be emailed to Mariangie.Rivera@va.gov and received by 12:00 PM EST on June 24, 2021.                  All submitters are responsible for ensuring their EOI reaches the designated Contracting Specialist on time.                   See attached Statement of Work below for additional details.      If you have any questions or concerns, please contact me. STATEMENT OF WORK A. GENERAL INFORMATION  1.  Title of Project:  Health and Medical Collection 2.  Scope of Work:  The contractor shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW), except as may otherwise be specified. The requirement is for Health and Medical Complete on the internet ProQuest platform. 3.  Background:  The goal is to provide clinical staff on both campuses access to the internet database Health and Medical Complete 24 hours a day, seven days a week. The staff uses the information provided by this database for research purposes to provide service to veterans.              4.  Performance Period:  The contractor shall complete the work required under this SOW. The work shall commence on the date of award and continue throughout the period of performance. This is for a base year and four option years at the East Orange and Lyons Campuses. 5. Type of Contract:  Firm-Fixed-Price 6. Requirement: The vendor shall provide access to Health and Medical Collection in electronic format. The VA New Jersey Healthcare System requires an existing commercial off-the-shelf web-based product that provides vital clinical, biomedical, and health journals, including many, indexed in MEDLINE. Clinical Research titles, Consumer titles, Health Administrative, and Nursing titles can be found when searching by the host product. This Knowledge-Based Product will be made available through the VA New Jersey Healthcare website to search both its title and content by all staff who may have a health topic to become better informed. The clinical staff includes nurses, allied health, physicians, residents, medical students, and medical researchers, including administrative staff and any support staff to the VA New Jersey facilities from the primary facilities in East Orange and Lyons, along with the Community-Based Outpatient Clinics (CBOCs). The product should emphasize the number of online titles (a minimum of 1,500) abstracted and indexed back at least ten years. The content contained within it shall include the Full Text, Full Image, and Text + Graphics for the majority of titles. Coverage provided is in-depth as mentioned above, and from over 1,500 publications with almost 1,300 available in full text, and of these, over 900 include Medline indexing. Content-Type shall consist of various format types, including Scholarly Journals, Dissertations, Thesis, Other Sources, Books, Conference Papers & Proceedings, Figures, Magazines, Newspapers, Reports, Tables, Trade Journals, Working Papers. Based on the relative number of titles within such a database, searching the content shall be available through one entry point even though the data spans Clinical Research, Consumer and Health Administration. It is required to ensure uniform and constant availability of high-quality, knowledge-based informational resources across the VISN to improve clinical decision-making. The vendor shall provide all sites on the VA New Jersey site-wide network with access to a single online web-based product. The authentication shall be through IP address validation, eliminating the need for users to enter identification, username, and password.   An unrestricted number of simultaneous users is to have immediate access to the databases. It is required that all authorized remote users with VPN or other remote access, such as Athens, have access to both the search product and its content. In addition, to one's desktop computer, access must also be made available from the vendor on a minimum of two mobile devices, whether on a personal or government-issued mobile device with the use of a Wi-Fi connection. The databases will be mobile-optimized, or an app made available for easy viewing. The product shall have the technical capability to include Athens authentication for remote users.
