- Sole Source Notice of Intent (FAR Part 13 � Simplified Acquisition Procedures) In accordance with FAR Part 13 Simplified Acquisition Procedures, the United States Fish and Wildlife Service (USFWS) Whitney Genetics Lab intends to award a sole source action to Eppendorf North America for a base year contract (12 months). The Whitney Genetics lab is responsible for processing thousands of eDNA monitoring samples for the entire Region. We are required to follow the Quality Assurance Project Plan (QAPP) for the Environmental DNA (eDNA) Monitoring of Silver and Bighead Carp which outlines the detailed procedures for the planning, collection, filtering, processing, and reporting of eDNA samples. The lab currently has two Eppendorf Automated Liquid handling systems which adhere to the QAPP standards for sample processing and must be calibrated, maintained, and readily available to conduct high throughput sample processing. To keep the machines operational and calibrated the lab has relied on a service contract from the manufactures to ensure the lab can continue to collect high quality data and provide partners with timely results. The premium service contract has provided immediate reliable service in the event of a system malfunction as well as provide technical and programming assistance when required. The Eppendorf premium service plan covers all parts, labor, travel, technical assistance and software updates and has provided timely emergency repairs when required. Eppendorf is the sole manufacturer of the hardware and software for this equipment. With the premium service plan, they include all costs associated with updates, maintenance, tool calibration, technical assistance, emergency repairs, labor, parts, and travel. They provide their own in-house trained technicians and engineers and prioritize service contract systems. With the contract it gives access to the Eppendorf system engineers and technicians to provide service to trouble shoot and design lab specific system programs at no additional cost. I have been unable to find another provider that covers all of the same services at equivalent service quality that the current Eppendorf premium service plan covers. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same products or services may submit product information and a capabilities statement that speaks to the products/services the US Fish and Wildlife Services are seeking in this proposed acquisition. All responses are due by June, 30 10:00 AM Eastern Time and can be sent to Lorenzo Aragon at lorenzo_aragon@FWS.gov. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the Government.
