Description
The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Hellma USA, Inc., for the procurement of a CCD-array spectroradiometer. ��The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures. The Sensor Science Division at the National Institute of Standards and Technology (NIST) requires a CCD-array spectroradiometer to meet the need for research and development of transfer standard spectroradiometers for customers and this specific equipment is required to meet the needs of the divisions current research project funded by the U.S. Air Force. Extensive market research has been performed and Hellma USA, Inc. has been the only source that can supply a commercial product that is able to meet all the following requirements: 1. A spectroradiometer with a minimum spectral range from 190 nm to 980 nm and a bandpass no larger than 4 nm. 2. Back-thinned, thermoelectrical cooled CCD detector with a 16-bit analog to digital converter. The number of CCD pixels shall be 1044x64 or greater. 3. Nonlinearity of the CCD detector shall be corrected, and correction factors shall be provided. 4. Order-sorting filter directly coated on the CCD array detector window. 5. Compact, stable housing design with factory's permanently wavelength calibration for absolute accuracy no greater than 0.3 nm, and thermal stability no greater than 0.009 nm per degree Celsius. 6. Holographically blazed, flat field grating with numerical aperture of 0.22 or greater and a round-to-rectangular fiber bundle cross-section converter. 7. Hardware trigger input/outport port 8. USB interface 9. Software requirements: Windows 10 with LabVIEW support. Raw measurement signals in counts or counts/ms shall be accessible through LabVIEW It is critical to meet all the requirements because they are based on the application needs and one-year long research project funded by the US Air Force. Based on the market research, no other vendor offers a similar product than meets all the requirements. A prototype product is not acceptable. Delivery shall be FOB DESTINATION and shall be in accordance with the Contractors established service lead times.�� � The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 1000 employees. No solicitation package will be issued.� This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by established due date/time set forth in this notice. Inquiries will only be accepted via email to joni.laster@nist.gov . No telephone requests will be honored. �� A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement in the future.�
