This is�Modification 8 to the special notice�entitled ""Exploration Extravehicular Activity Services (xEVAS)"", 80JSC21XEVAS,�which was posted on April 14, 2021.�You are notified of the following: The draft solicitation originally scheduled for release on June 18, 2021 is now expected to be released during the week of June 21, 2021. This is�Modification 7 to the special notice�entitled ""Exploration Extravehicular Activity Services (xEVAS)"", 80JSC21XEVAS,�which was posted on April 14, 2021.�You are notified of the following: Interested parties are notified that JSC�s Extravehicular Office has established a library of technical data to which the Government has license to disclose related to the design and development of the Exploration Extravehicular Mobility Unit (xEMU) capability. This data can be accessed using the following link and following directions provided on the website: https://eva.jsc.nasa.gov/. This is�Modification 6 to the special notice�entitled ""Exploration Extravehicular Activity Services (xEVAS)"", 80JSC21XEVAS,�which was posted on April 14, 2021.�You are notified that the following items have been added to the list of attachments: Official responses to questions received at Industry Day (xEVAS_Industry Day_QA.pdf) The intake form used for coordinating with the JSC Partnership for the xEVAS procurement (xEVAS_RSAA_Intake_Form.doc) A list with the links to virtual tours that have been posted online to inform interested parties on the JSC capabilities (JSC_Facility_Capability_List_with_Links.pdf). Note: many are still in work and this document will be updated in a future modification with the new links. This is�Modification 5 to the special notice�entitled ""Exploration Extravehicular Activity Services (xEVAS)"", 80JSC21XEVAS,�which was posted on April 14, 2021.�You are notified that the following changes are made: Organization Conflicts of Interest (OCI) Request for Information (RFI) Issued. NASA/JSC is requesting information from industry regarding potential OCIs arising from the Exploration Extravehicular Activity Services (xEVAS) procurement. The nature of the work anticipated under the xEVAS may create the potential for OCI(s) as currently described in FAR Subpart 9.5.� Each interested party should review FAR Subpart 9.5 in light of NASA�s anticipation of OCI issues and consider carefully the extent to which an OCI may arise before making the decision to compete for the xEVAS. You are requested to provide electronic responses via e-mail to the Contracting Officer listed at the end of this synopsis.� Your response is requested by 1:00 p.m. (Central) on May 27, 2021.� Interested parties are requested to address the following questions: 1.�� What type(s) of OCI issues would your company or potential team identify, if any, should you choose to propose on the xEVAS contract? 2.�� What strategies would you anticipate proposing to mitigate the OCI issues that you identified (if any)?� Please provide strategy details, previous examples/experience with other contracts with NASA or other agencies, etc. 3.�� Are there any types of potential OCI issues with the proposed xEVAS contract? 4.�� Does your company foresee any OCI issues associated with the xEVAS that would cause you to decide not to propose on the potential xEVAS RFP? NASA will review any responses received regarding potential OCI and each offeror�s proposed OCI mitigation strategy.� NASA will respond to each company who submits a mitigation strategy.� NASA�s response is not intended to serve as a confirmation that, in fact, all potential OCI have been identified, an OCI will ultimately exist, or that an interested party is capable of successfully eliminating or mitigating an identified OCI.� NASA�s response is also not intended to encourage or discourage any interested party from responding to an RFP issued for xEVAS in the future.� Furthermore, NASA�s response in no way alters or interprets� FAR 9.5 as it applies to a final statement of work or a final proposal submission, should an interest party elect to submit a proposal to an RFP for xEVAS.� Subsequent to the initial OCI submission and NASA�s response, NASA will not consider further information as it relates to this RFI. The documents on the NASA xEVAS acquisition website are for information and planning purposes, to allow industry the opportunity to comment, and to promote competition only.� NASA will not affirmatively release any information received in response to this RFI to the public, but may use information received in developing the best approach for a contract strategy, and therefore such information may be recognizable to the interested party who submitted it.� Any information submitted in response to this RFI that is marked as �Confidential Commercial or Financial Information� will be considered as voluntarily submitted in accordance with the Freedom of Information Act. NASA is seeking additional information from Industry to help inform the procurement strategy for the xEVAS requirements. Interested parties should provide responses to the questions below to the Contracting Officer at cgaspard@nasa.gov by 4:00 p.m. (Central) on May 21, 2021. NASA is contemplating a period of performance of 12 years for the xEVAS requirements. Up to how many years do you think is reasonable to price for a contract of this duration? How should the Government approach the establishment of small business goals in the solicitation? What are the drawbacks (if any) to the potential CLIN structures presented as considerations at Industry Day? How should NASA�s strategy and/or requirements take into consideration any constraints with respect to parallel operations in training, ISS ops, Artemis Ops, etc.� For example, supporting training events on the same day as an EVA. What is an effective way to price the service requirements (e.g. pricing by EVA, by number of total EVA hours used or by number of assigned EVA crewmembers which covers all EVAs needed during their time on-orbit, etc)? How would you suggest pricing to include initial crewmember suit/tool training (for example Astronaut Candidates), proficiency (for example Astronaut Cadre) and Flight Specific EVA and IVA assignments (for example Flight Assigned crewmembers)? What is the recommended approach with respect to export control to ensure astronaut training is fully inclusive of both US and International Partner Astronauts? Will the requirement for certified cost and pricing data for negotiation, for actions falling under an exemption, affect your business plan/approach? (End of Modification 3) This is�Modification�2 to the special notice�entitled ""Exploration Extravehicular Activity Services (xEVAS)"", 80JSC21XEVAS,�which was posted on April 14, 2021.�You are notified that the following changes are made:�Virtual Industry Day. The purpose of this notice is to notify interested parties of the upcoming xEVAS Industry Day. NASA Johnson Space Center (JSC) plans to conduct an Industry Day for the xEVAS procurement.� The presentation for Industry Day will be held via Microsoft Teams on Thursday, May 13, 2021 from 9:00AM � 11:00AM Central Time.� The Government will also provide one-on-one communication opportunities on Thursday, May 13, 2021, which will be scheduled between 1:00 PM and 5:00 PM Central Time, and on Friday, May 14, 2021, which will be scheduled between 9:00 AM and 5:00 PM Central Time.� One-on-one meetings will be conducted via Microsoft Teams and will not exceed 50 minutes.� Participation is limited to six (6) individuals from each company/team.� Please RSVP by Monday, May 10th, 2021, 4:00 PM Central Time, per the instructions below. (End of Modification 2) This is Modification 1�to the special notice entitled ""Exploration Extravehicular Activity Services (xEVAS)"", 80JSC21XEVAS,� which was posted on April 14, 2021. You are notified that the following changes are made:� 1. The due date for responses to this notice and the attached Request for Information (RFI) is extended to May 6, 2021. 2. The RFI is updated to reflect the above and to correct an error in item 3.4. The attachment included in this modification includes all changes in red text and deletions in strikethrough. Offerors are responsible for monitoring this site for the release of the solicitation and any amendments.� �Potential offerors are responsible for downloading their own copy of the solicitation and amendments (if any). (End of Modification 1) The National Aeronautics and Space Administration (NASA) / Johnson Space Center (JSC) is hereby soliciting information from potential sources to develop and provide Extravehicular Activity (EVA) capability for NASA current and future missions. NASA is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI), for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for a potential xEVAS procurement. ��The Government reserves the right to consider a Small, 8(a), Women-owned (WOSB), Service Disabled Veteran (SD-VOSB), Economically Disadvantaged Women-owned Small Business (EDWOSB) or HUBZone business set-aside based on responses received. NASA�s interest is identifying interest from Industry in the provision of commercial EVA services wherein the agency relies upon the contractor to provide the full suite of services and equipment required to perform all activities and operations required to enable EVA capability for NASA�s current and future missions. NASA�s use of the term �commercial� is not meant to be confused with the term �commercial item� as used in the Federal Acquisition Regulations (FAR). NASA is in the process of gathering information to make a final commercial item determination and the responses to this notice and accompanying RFI are expected to inform that decision. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized on beta.SAM.gov.� Interested firms are responsible for monitoring this website for the release of any solicitation or synopsis. Additionally, NASA is seeking Industry feedback on NASA�s anticipated approach to procuring EVA services, should a solicitation result. Attached to this notice is a Microsoft Word document entitled, ""80JSC21XEVAS - Attachment (RFI)"",�which details the strategy the agency is currently considering and requests inputs from respondents that could influence procurements decisions to be made.
