Synopsis:� Notice of Intent to Award a Sole-Source Contract Announcement Number: 1305M2-21-Q-01056 Project Title: Vaisala Humidity and Temperature Transmitters � The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Norfolk, VA office, Simplified Acquisition Branch intends to negotiate on a sole source basis, under the statutory authority of FAR 13.106-1(b)(1)(i), with Vaisala Inc., for Premium Humidity and Temperature Transmitters with metal enclosures to support the Great Lakes region National Water Level Observation Network (NWLON) for the National Ocean Service (NOS), Center for Operational Oceanographic Products and Services (CO-OPS). The North American Industry Classification Code (NAICS) for this acquisition is 334513, Surveying and Mapping (Except Geophysical Services), with a business size standard of 750 employees. Sole Source Justification U.S. Great Lakes meteorological data is provided by the National Oceanic and Atmospheric Administration�s (NOAA) National Ocean Service�s (NOS) Center for Operational Oceanographic Products and Services (CO-OPS). CO-OPS collects, analyzes and distributes historical and real-time observations and predictions of water levels, coastal currents and other meteorological and oceanographic data. The Great Lakes are a unique environment because of the interactions the large lakes have with the overlying air mass, and thus their influence on weather patterns. Since the prevailing westerlies generally drive systems eastward, coastal Great Lake areas are subject to systems that pick up moisture from the Lakes as they pass over. Water levels in the Great Lakes are primarily driven by meteorological forces as opposed to gravitational forcing in the tides. Wind and barometric pressure are associated with the movement of waves on the lakes. Rain/snowfall and runoff are the primary input sources for the lakes. Evaporation and outflow are sources of output. During years of low snowfall and when the lakes do not have a large ice cover, more evaporation occurs and generally results in lower water levels during those times.CO-OPS requires Vaisala HMT337 Humidity and Temperature Transmitter model numbers HMT3307S1D004BCAB100A0ECABAA1 and HMT3307U3D004BCAB100A0ECABAA1 in order to apply and insure compatibility with remote observing systems responsible for detecting meteorological conditions in the Great Lakes. Under the current CO-OPS operating system any environmental monitoring equipment that has not previously been approved must be subjected to a series of tests to ensure the quality of the data and the durability of the equipment for the intended use. These tests usually include bench testing using controlled conditions and physical measurement, controlled environmental testing to check reliability under different conditions, and long term comparison testing with accepted equipment at multiple real world locations. These tests and the analysis of the resulting data take a large amount of time, money, and resources to conduct. Currently CO-OPS field personal and contractors are trained in the use and maintenance of the equipment in this purchase. Additional cost will incur from having to train field personal and contractors on the use and maintenance of new equipment. CO-OPS also has the ability and equipment to test and troubleshoot the equipment in this purchase. If new equipment is purchased additional parts and equipment will need to be purchased to support the new equipment. Additional training will also be required for those tasked with testing and repairing this equipment. Special Notice This special notice is not a solicitation for competitive quotes, nor will one be posted on Contract Opportunities.� However, if an interested party believes that it is capable of meeting the requirements and be in compliance with the above justification, they may submit substantiating documentation in writing within the open period of this notice.� Responses can be sent via e-mail to natasha.thieman@noaa.gov.� Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
