- BACKGROUND: The Lynx Park Stewardship IRSC shall be awarded under the following authority: Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014�Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999. DESCRIPTION OF WORK: Description of Work- The Lynx Park Stewardship IRSC is located on the Powder Ranger District of the Bighorn National Forest approximately fifteen miles southwest of Buffalo, Wyoming. Restoration objectives for the project area are summarized as follows: Achieve a more diverse mix of forest structural stages (age classes and density). Enhance resilience to wildfires, reduce fire intensity, and minimize insect and disease occurrences. Provide wood products commensurate with management emphases in the watershed. Improve road management. Provide reconstruction and maintenance to meet project area transportation plan and resource needs To accomplish these objectives, the contract includes the following components: Clearcutting eight cutting units totaling 339 acres Mandatory service work for treatment of sub merchantable material on 86 acres within cutting units (and optional treatment of additional 112 acres) Road reconstruction work on approximately 4 miles of existing roads including clearing and grubbing, road surface and drainage improvements, spot aggregate placement and sign upgrades Road maintenance service work on approximately four miles of existing roads Resultant fuels reduction, piling of fuels, and reforestation enhancement from above listed activities The Awardee shall furnish all labor, materials, equipment, supervision, tools, transportation, operating supplies, and incidentals necessary to perform the work in accordance with the specifications and provisions and clauses of the contract. PROJECT LOCATION: The project area is located in Township 50 North, Range 84 West, Sections 27, 28, 32, 33 & 34 and Township 49 North, Range 84 West, Sections 4, 5 - 6th Principal Meridian.� From Buffalo, WY, drive west on Hwy 16 approximately 16 miles to the junction of NFSR 382. This intersection is the approximate eastern edge of the contract area.� Two contract area maps have been uploaded as attachments to this notice.� Please note that the solicitation is currently being drafted and details shown in the maps could be subject to change. The Request for Quotes with all attachments was issued on June 17, 2021. A site visit is planned for June 24, 2021; details are provided in the RFQ.� The contract shall be awarded using a best value source selection method; the resulting contract shall be a firm fixed price commercial services contract. Please note that the contact awardee will be required to provide a Payment Bond or alternative payment protection in an amount equivalent to the total value of the road reconstruction work. The completion deadline is December 31, 2024. All Contractors must be actively registered in the System for Award Management (SAM) https://www.sam.gov/SAM/ to be eligible for award under this solicitation. If not actively registered by time of proposal evaluations, you will be found non-responsive. Registration in SAM is a free service � you do not need to pay to register in this system. If your registration is not active, you will not be considered for award.
