Only one award will be made as a result of this solicitation.� This will be awarded as a firm-fixed price type of contract. Period of performance is July 1, 2021 � June 30, 2022.� Services shall be performed in Fort Detrick, Frederick, Maryland 21702. In support of the combined missions of the NIAID and the National Interagency Biodefense (NIB) Campus, the Integrated Research Facility (IRF) conducts advance imaging and performs assay optimization and ruggedization for high-throughput analysis of a wide variety of studies involving high-consequence pathogens to further understand prevention and treatment options.� Thus, the laboratories and core sections have an ongoing need for annual maintenance service to ensure optimal function of sterilization and disinfecting equipment withing the lab of the IRF.� The use of the various models of Getinge sterilizers and washers serves as a barrier to contagious pathogens and waste.� The sterilizers function is to completely eliminate all contageons in the waste leaving out BSL-4 and BSL-2 spaces. The cage washers function is to clean and treat all of the animal cages, racks and trays to ensure that there is no transmission between the animals, and the glassware washers function are to clean and prepare all of the glassware used for measurements in the BSL-2 lab spaces.� To ensure optimal performance, reliability, and to avoid lengthy downtime the lab requires maintenance by specially trained, experienced and certified service engineers that can troubleshoot and repair in an expeditious manner.� Only Getinge USA Sales have trained engineers to perform remote diagnostics from the field or from their factories, and the required OEM parts to provide the services needed to upgrade and maintain the instruments with the most up to date knowledge that no other company�s technicians receive.� In addition, the trained engineers are equipped with the proprietary software for diagnosing, programming, calibrating and repairing of all Getinge equipment.� The service plan package consist of the following: four (4) preventive maintenance and inspections during the 12-month period, one (1) calibration visit of equipment temperature sensors, pressure transducers, PH and conductivity monitoring probes and control during the 12-month period, OEM approved new replacement parts to maintain equipment operational with minimum down time, telephone support response time two (2) hours, coverage Monday through Friday 7am -5pm, with call back response time within 4 hours of point of call and same equipment review with a service representative onsite, and with no representative onsite response time within 4 hours and onsite within 24 hours from call response for equipment review, repairs to be performed after a complete equipment review with problem resolutions and OEM parts availability, include consumable parts door gaskets, filters and vacuum pumps, proprietary software update and provisions during the 12-month period, and field service representative in the local area trained to work in the biocontainment BSL-2 and BSL-4 labs. As the OEM Getinge USA Sales must maintain their manufactured sterilizers and washers in accordance with their specifications, which to use another a different vendor and non OEM parts may cause the instruments to not be calibrated to optimal specifications such the functionality to ensure the contagious pathogens and waste are not removed completely.� The sterilizers and washers/disinfectors are used daily, and if the machines are not functioning properly leading to contamination experiments will have to be halted.� To obtain services from another vendor with engineers that do not have the right credentials to perform trouble shouting, repair, or preventative maintenance, could lead to instruments becoming unrepairable causing the Government to spend additional funds to repurchase needed sterilizers and washers/disinfectors for the labs decontamination processes.� Getinge USA Sales, LLC do not authorize third-party vendors to service their instruments. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible.� THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS.� All responsible sources who can provide the required service maintenance agreement may submit a response that could be considered by email (subject line to reference NIAID-NOI-21-2068435) to Tonia Alexander at talexander@niaid.nih.gov, by 11:00 am eastern daylight time Friday, June 25, 2021.� All information furnished must be in writing and must contain sufficient detail to allow NIAID to determine if it can meet the above specifications described herein.� All responses received by the closing date of this solicitation will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.� Any responses received by NIAID after this date and exact time specified is late and will not be considered.�
