- Description
- The Centers for Disease Control and Prevention (CDC), intends to award a sole source firm fixed priced simplified purchase order to Dynamic Systems Inc. to renew the existing software maintenance covering 14 CPU licenses of WebLogic Application Server. The renewal of the software maintenance is required for the continued operation of CDC implementations of WebLogic, as concurrent licensing requirements apply. For several years, various critical information systems at CDC supporting a variety of program areas have been utilizing the WebLogic Application Server software, for which Oracle Corporation is the Original Equipment Manufacturer (OEM). This software is required for the hosting of Java-based applications. Due to the fact this software maintenance is a commodity-type offering, ultimately provided by the OEM, there is a standard software maintenance agreement published by Oracle Corporation. This agreement outlines the nature of software maintenance and support provided, including response windows and service levels. Additionally, with the renewal of software maintenance the existing licensing for use of WebLogic is extended for the duration of the software maintenance/support term. Dynamic Systems Inc will provide renewal of existing software maintenance and support; renewal of existing software licenses; along with provision of technical support for WebLogic Server instances, as outlined in the software maintenance agreement. The WebLogic Application Server software from Oracle is the only software that can host Java-based applications and there are no other known vendors to fulfill such maintenance agreement. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fourteen (14) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation /response should be emailed to the Contracting Specialist at lsf7@cdc.gov (CTR) by 4:00PM EST on 07-01-2021.� No telephonic quotes shall be considered.
