Description
PRE-SOLICITATION NOTICE NOI-NIAID-2082182 NAICS � 541380 This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Quest Diagnostics Clinical Laboratories, Inc to procure services for the collection and analysis of specimens for the immune response to COVID-19 vaccination and outcomes in individuals with and without immune deficiencies and dysregulations to be used by NIH protocol 20I0083 to conduct COVID-19 serosurvey in the U.S. Quest Diagnostics Clinical Laboratories, Inc services will be used to continue existing research for NIH protocol 20I0083 to conduct a COVID-19 serosurvey in the US. This cohort study will assess the pre- and post-vaccination immune responses in individuals with select immune disorders compared to healthy volunteers who receive a coronavirus disease 2019 (COVID-19) vaccine. Subjects will undergo venous blood draws up to 6 times (pre-vaccination, 1-month post dose 1, 1-month post dose 2, 6, 12, and 24 months). Because the majority of participants will be remote and not traveling to NIH for sample collection, options were needed to have blood drawn where a participant lives. Quest Diagnostics Clinic Laboratories are available through nationwide networks.� This company has the capacity to establish national contracts for research purposes. In order to keep results comparable within the nationwide pool required for this protocol, and to adhere to the continuation of existing studies already in place, NIH requires that the services retain consistency and replicability and consolidated billing process. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2082182) to Dana Monroe at dana.monroe@nih.gov, by 5:00pm pacific daylight savings time Friday, June 25, 2021. �All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
