Description
This announcement constitutes a Pre-Solicitation notice (synopsis) in accordance with FAR Subpart 5.2.� The U.S. Army Corps of Engineers, Honolulu District hereby announces its intent to issue a solicitation entitled, �FY21 Repair and Replace Vapor Recovery System, Underground Storage Tanks, and Piping at Gas Station AMR 880, Aliamanu Military Reservation, Oahu, Hawaii� as described within this announcement. This project is a design-bid-build solicitation, utilizing Sealed Bidding procedures prescribed at FAR Part 14.� The Government intends to issue a formal solicitation via an Invitation for Bid (IFB) in accordance with FAR Part 14, which will follow this announcement and will take place no sooner than 15 days from the publication of this announcement.� Solicitation plans and specifications will be made available for viewing and/or downloading on the https://beta.SAM.gov website on or about 7 June 2021.� It is the bidders responsibility to check for any posted changes to the solicitation.�� The Government intends to solicit this requirement as a small business set-aside.� The North American Industry Classification Code (NAICS) for this requirement is 236220 (Commercial and Institutional Building Construction).� The small business size standard for this NAICS code is $39,500,000 average annual revenue.� The Government intends to award a firm fixed-price construction contract as a result of this solicitation.� Project Description: This design-bid-build project involves the removal and replacement of the existing Army & Air Force Exchange service station fuel system at Aliamanu Military Reservation (AMR) Facility No. AMR880 (Aliamanu Express).� The three existing underground storage tanks (USTs) (2 6,000 tanks, and 1 10,000 tank) will be demolished and replaced with new identical-sized tanks in the same location.� Existing dispenser issue piping will be removed and replaced with new flexible plastic double-wall type piping.� The four existing dispenser units at the fueling lanes will be reused and reinstalled atop new fiberglass under-dispenser containment sumps. New electrical service will be provided to serve the new dispenser pumps in each tank, and new control wiring and conduit will be installed between the various new field devices, existing dispensers and the existing / reused Veeder-Root control panel in the electrical room.� There is some electrical work on the walls and inside the ceiling of the Aliamanu Express, and there is asbestos under the floor tiles and in the ceilings.� Work also includes stockpiling, handling, and proper disposal of petroleum contaminated soil and notification to regulatory agencies for petroleum contaminated soil that cannot be reused on-site for backfill purposes.��� The Aliamanu Express is to remain open �(Monday through Friday, 7:00 a.m. to 10 p.m.; Saturday and Sunday from 9:00 a.m. to 9:00 p.m., Hawaii Standard Time) during construction. **�An organized site visit has been scheduled for-- June 24, 2021 at 0900 Hours, Hawaii Standard Time. The site visit will take place at an activate construction site, attendees will be required to wear PPE. Participants will meet at�Building 880, Aliamanu Military Reservation, Oahu, Hawaii ** The estimated period of performance is 300 calendar days.� Project magnitude is between $1,000,000 to $5,000,000. An organized site visit will be conducted at a date and time that is to be determined. It is the bidder�s responsibility to check for any posted changes to the solicitation.� Solicitation documents will not be issued on compact disc (CD) unless the Government determines that it is necessary.� Bidders must have and/or maintain an active registration with the System Award Management (SAM) website.� To register in SAM, got to http://www.sam.gov.� All bidders are encouraged to visit https://beta.SAM.gov website to view other business opportunities.
