- This notice constitutes Amendment 1 to the combined synopsis/solicitation for Pre-cast, post-tensioned concrete transportable buildings and 80JSC021Q0007. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/solicitation and a written amendment will not be issued. The purpose of this Amendment is to respond to the submitted questions, remove references to EASI-SET in the Statement of Work, change the Evaluation Criteria and extend the due date for the receipt of offers. Item 1 Question 1: Please clarify the following for solicitation 80JSC021Q007, statement of Work Section 1.03 Quality Assurance, subsection C states, �No alternate buildings designs to the pre-engineered EASI-SET building will be allowed.� Answer 1: Removed the requirements from EASI-SET from the Statement of Work.� In Section 1.01 Summary and Section 1.03 Quality Assurance, subsection C.� See Statement of Work for updates. Question 2: We would like to know if you have a plan holders list for this project or if we would be bidding directly to you for the buildings. Answer 2: You are required to bid directly to NASA please follow instructions that are provided in the solicitation. Question 2:� Was there a market survey received to check interest from M/DBE�s and others? Answer 2: This acquisition is a total small business set-aside as referred to in the solicitation.� Item 2 The due date for receipt of offers is extended to 3:00 p.m. Central Time June 25, 2021. ITEM 3 Removed: SELECTION WILL BE BASED ON LOWEST PRICE TECHNICALLY ACCEPTABLE SOURCE SELECTION PROCESS (FAR 15.101-2). Technical acceptability will be determined by the review of information submitted by the offeror which much provide a description in sufficient detail to show that the product offered meets the Government�s requirement. Replaced with FAR 52.212-2, Evaluation -- Commercial Items, (OCT 2014) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors are in descending order of importance and shall be used to evaluate offers: 1.�� Technical Approach 2.�� Past Performance 3.�� Schedule 4.�� Price Past Performance that demonstrates the offeror�s ability and likelihood to successfully complete contract requirements will be rated more highly than past performance that does not.�� Documentation must be provided in order to be considered. A Technical Approach that is more likely to exceed requirements will be rated higher than a Technical Approach that is only likely to meet requirements or unlikely to meet requirements. Price evaluation factor will be evaluated by reasonableness of total price. Offerors shall demonstrate past experience in all areas of the Statement of Work by submitting information on similar work performed in the last three (3) years from the date of the solicitation.� �References with Government contracts are preferred, but not required. Offerors with no past performance experience shall so state.� Past performance information is limited to one (1) page per contract or reference and three (3) contracts/references total.� The following information shall be provided: Contract number, cage code, NAICS code, and Duns number (if other than the prime, provide the prime�s contract number and the offeror�s cage code and Duns number) Contract value (If other than the prime, provide the overall contract value and the subcontract contract value) Companies shall provide the information stated in the synopsis/solicitation.�
