- THIS REQUEST FOR INFORMATION (RFI) 36C26221Q0891 -IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. THE SUBMISSION OF PRICING, CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH (IAW) FAR 15.201(e). SOURCES SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is a source sought/RFI for market research only. The purpose of this source sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 561621 (size standard is $22,000,000.00). Responses to this source sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this source sought, a solicitation announcement may be published. Responses to this source sought synopsis are not considered adequate responses for a solicitation announcement. Vendor Requirements: Period of Performance is 50 Days After Receipt of Order, this time frame includes the installation. Vendor shall quote all items under this requirement. Vendor shall meet ALL the Salient Characteristics for these products. Vendor shall respond questions 1 through 8 of the Request of Information (RFI), see below. STATEMENT OF WORK BACKGROUND The VA San Diego currently has Internet Protocol camera system installed in other nursing areas. The Operating Room (OR) has an antiquated emergency alert system that doesn t allow Unit Coordinator, OR Manager and Anesthesia personnel to know which of the seven OR s has a crisis emergency. Additionally, cameras for each OR (currently the standard in most facilities) allows the charge nurse view of all OR s, ability to call for next patient in advance when OR cases are concluding, ability to see if a team needs additional personnel or assistance and ability to inform EMS teams to clean a room. These cameras are an invaluable tool, which allows VA San Diego to offer a higher level of safety and security to the patients, visitors and staff who choose to use the VA Health Care System for their healthcare needs. SCOPE This requirement is for the procurement, installation, and certification of Internet Protocol (IP) security surveillance cameras into locations identified by the VA San Diego. The VA San Diego needs 27 cameras, each one will be installed in different areas, floor plan will be provided after award. These are security cameras. The software is already installed in the VA San Diego Hospital, the software is not been procured with this requirement but cameras must be compatible with VA San Diego existing Avigilon Control Center System. The personnel monitoring the cameras will be the Nurse Manger, Operating Room, the Assistant Nurse Manager Operating Room; the Operating Room Unit Coordinator and the Chief of Surgery. Must have the invisible Infra-Red (IR) LED Light. No visible glow to generate attention. Must provide clear image detail in areas with low lighting because some of the rooms which will have cameras installed in them do not have adequate lighting Must provide unusual activity detection notifies viewer of unusual speed/location of people. Must be water and impact resistant. Must have a wide screed range for both bright and dark areas. Does not require a separate encoder purchase for analog cameras. Must have a variety of viewing capabilities, allowing users to view live video, view the security system using a mapping interface and view video on alarm events. Must have a remote client configuration capability. Must have access to the security system from multiple client platforms Web Browser and via Windows clients. Must have a Dynamic Resolution Scaling. Cameras must be preloaded with their proprietary software that is compatible with Network Video Records running Avigilon Control Center. Only new cameras will be accepted, refurbished products will not be accepted. SPECIFIC TASKS Contractor shall conduct site preparation to include; set up barriers for any breach of walls and ceiling barriers at any location where dust generation activities may occur due to installation of security cameras. Contractor shall perform any configurations to the system, if necessary, to ensure the camera functions as intended. Work will be completed after hours beginning at 6pm and ending before 4am PST. If an emergency occurs and VA San Diego needs access to space of which contractors are working, vendors must exit the area immediately. All spaces and rooms being worked in will be clean and empty when work is completed for the day. Ceiling or wall penetrations must be covered in an approved sterile manner prior to work being completed for the day. Cameras will have to be attached to wall, but no construction work will be performed under this requirement. A containment cube must be used when walls or ceilings are penetrated. Access to a containment cube can be schedule through the Engineering Structural Shop. Following the use of containment cubes, they must be terminally cleaned and returned to the Engineering Structural Shop. The VA POC will assist the vendor getting in touch with the Engineering Structural Shop. Prior to entering sterile areas of the OR, all individuals are required to gown in up the following Personal Protective Equipment (PPE): fluid-repellent spun bond material shoe cover, Uline deluxe protective clothing, surgical mask, and hair net. Vendor shall provide and dispose of Personal Protective Equipment (PPE). Contractor shall implement and maintain infection control measures for the duration of the project including site construction barriers, negative pressure measures. Construction barriers shall be in accordance with VASDHS Infection Control Risk Assessment. Upon completion of work, Contractor shall leave the work site in a clean and orderly condition. The contractor must provide a work plan prior to the installation of the new security cameras. The plan should identify infection prevention control measures and the proposed sequence of work. The contractor shall follow the facility guidelines for all work performed. DELIVERABLES Shop drawings of the new system (cable runs & equipment locations within the designated areas) prior to the start of installation. The contractor will have a meeting with the VA POC to review the shop drawings and system layout prior to the start of work. The contract must provide a project schedule within 15 calendar days of Notice to Proceed (NTP). The contract will provide As Built drawings of the installation in full size drawings and electronic format in PDF format at the end of the project. SAFETY Contractors shall comply with all applicable federal, state, and local requirements regarding workers health and safety. The requirements include, but are not limited to, those found in federal and state Occupational Safety and Health Act (OSHA) statutes and regulations. In the performance of this contract, the contractor shall take such safety precautions as necessary while operation in construction area. Vendor shall provide all necessary tools, equipment, labels, and Personal Protective Equipment to perform the work safety, effectively, and timely. Work may be conducted in areas identified as containing asbestos materials. Contractor shall therefore comply with the public laws and statutes including all changes and amendments of federal, state, and local environmental statutes and regulations governing asbestos containing materials (ACM). Floor plans will be provided to the vendor upon award by the VA Point of Contact (POC). Asbestos 16 hour Operation and Maintenance (O&M) Certifications and Respiratory Fit Certifications must be presented for all employees intended to work on-site must be presented prior to and after completion of work to the VA POC. Contractor shall be licensed, qualified, and certified to meet all EPA regulations under National Emission Standards for Hazardous Air pollutants-NESHAPS and all applicable federal, state, and local regulations. Above certifications must be provided to VA POC. INSTALLATION Installation includes cable installation, cable management, connection of cameras to required power, connection to identified switch, cameras firmware upgrades, and IP configuration. Installation must be in accordance to manufacturer specification, applicable VA Technical Information Library (TIL) guidelines, and any system configuration necessary for operation. Equipment to be installed includes a variety of IP security surveillance cameras, PoE Injector, cat 6a cable, patch panels, and panel managers. All additional equipment, necessary labor, supervision, and material required to complete the project will be the responsibility of the contractor to procure. Contractor shall install all devices, cables and system accessories in accordance with the manufacturer s specifications. The security system shall be installed and tested to ensure all components are fully compatible as a system and can be integrated with all associated security subsystems. Contractor shall provide all tools and equipment necessary for installation. Ceiling Mounts: This enclosure and mount shall be installed in a finished or suspended ceiling. The enclosure and mount shall be fastened to the finished ceiling, and shall not depend on the ceiling tile grid for complete support. Suspended ceiling mounts shall be low profile, and shall be suitable for replacement ceiling tiles. Wires and cables installed will be carried in enclosed conduit system. All conduits will be sized and installed per the National Electrical Code (NEC). All conduit, pull boxes, and junction boxes shall be clearly marked with colored permanent tape of paint that will allow it to be distinguished from all other conduit and infrastructure. At all locations where there is a wall penetration or core drilling is conducted to allow for conduit to be installed, fire stopping materials shall be applied to that area. WARRANTY Vendor shall provide standard warranty for all products. Vendor shall provide standard warranty for the installation. The information identified above is intended to be descriptive, not restrictive and to indicate the quality of the supplies/services that will be satisfactory. It is the responsibility of the interested source to demonstrate to the government that the interested parties can provide the supplies/services that fulfill the required specifications.
