Description
The Department of Health and Human Services, National Institutes of Health, National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG) plans to procure, on a sole source basis, services for laboratory testing services for the Helicobacter pylori Genome Project from Vanderbilt University Medical Center at 1161 21st Ave S Ste D3300 MCN, Nashville, TN 37232-0011. The response close date of the notice for this requirement is in accordance with FAR 5.203(b). This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1(b)(1); and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 541380 and the small business size standard is $16.5 million. � Vanderbilt University Medical Center has previously provided the laboratory services as defined in the Statement of Work to DCEG in support of the Helicobacter pylori Genome Project. As such, it is critical that the laboratory performing the services utilize the same equipment, DNA sample handling approach, quality control approach, and data processing as previously utilized to ensure scientific comparability of new and old data. Any deviation from these processes would result in the findings to be scientifically incomparable. As such, Vanderbilt University Medical Center is the only identifiable source capable of fulfilling the Governments needs. � The anticipated award will be a Firm-Fixed-Price Purchase Order for non-severable services, with an anticipated Period of Performance of 12 Months from the date of award. This notice is not a request for competitive quotation. However, if any interested party, especially a small business, believes it can meet the above requirements, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain sufficient details to allow NCI to determine if the party can perform the requirement. �All responses and questions must be sent via email to Contract Specialist, John Russell, at john.russell3@nih.gov by no later than 10:00 AM EST, on Friday, June 25, 2021 (06/25/20). A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, Contractors must be registered and have valid certification through SAM.GOV.
