- The overall scope of this contract�is to provide US Navy Submarine Emergency Diesel Generator (EDG) OEM services to perform damage assessment and failure analysis efforts, develop repair specifications based on failure analysis and damage assessment efforts, and provide emergent technical support on US Navy Submarine EDG diesel engines and support systems. Failure analysis, damage assessment and repair scope definition efforts, by their nature, cannot be defined in advance of their accomplishment, as each failure event is individual and unique. For example, the EDG systems on submarines have tens of thousands of parts and components, any of which are subject to failure. Without knowing what is going to fail, or when, it is impossible to define the scope of failure analysis, damage assessment or repair scope definition. Therefore, these taskings are considered to be T&M in nature and cannot be satisfied �utilizing firm-fixed price�CLINs.� Per 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Sources and Services Will Satisfy Agency Requirements, as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1.
