- The Department of Interior, Bureau of Land Management (BLM), Montana State Office is soliciting quotations for vault latrine cleaning services located at the following five (5) different Recreation Sites: 1. Acton Recreation Area located near Broadview, Montana 2. Ah Nei OHV Area located near Shepherd, Montana 3. Ah Nei Horse Use Area located near Shepherd, Montana 4. Four Dances Natural Area located in Billings, Montana 5. Sundance Recreation Area located near Laurel, Montana BLM has issued Solicitation Number 140L3621Q0002 via https://sam.gov/content/opportunities, at the link provided in this notice. The commercial service purchase order calls for regularly scheduled maintenance, including basic cleaning services for vault latrines (pumping services are not included). The Contractor shall provide all management, tools, equipment, labor, supplies, and incidentals necessary to ensure custodial services are performed at the sites mentioned above. The anticipated purchase order will be for a shortened base period and four one-year option periods. Pursuant to Part 12 and Part 13 of the Federal Acquisition Regulations, BLM issued a Request for Quotation (RFQ) on June 21, 2021. The estimated price range of this acquisition is between $25,000 and $100,000 (including option periods). BLM issued the RFQ under the total small business set-aside program. The applicable North American Industry Classification System (NAICS) Code is 561720 and the associated Small Business Size Standard is $19.5 Million. A single purchase order award will be made to the Offeror that submits a quotation that has been determined to be the lowest price reasonable offeror. A firm-fixed priced contract is contemplated. Quotations are due on July 12, 2021 at BLM's Montana State Office, 5001 Southgate, Billings, Montana. The Government anticipates award of this procurement on or around July 16, 2021. There are four option years included in the anticipated purchase order, which may be activated before the beginning of the option year or may be rescinded by the contracting officer based upon performance from the previous year. All prospective contractors must be registered in the System for Award Management (SAM) in order to be eligible for award. If you have not updated SAM since October of 2020, you are advised to update early to be sure you are in compliance with the expanded Section 889 prohibitions on not using certain covered technology products. The successful contractor shall electronically submit all payment requests for the anticipated contract through the U.S. Department of the Treasury's Invoice Processing Platform (IPP). If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its offer.
