Description
The United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) intends to solicit, negotiate and award on a sole source basis a purchase order with Johnson Controls Fire Protection LP for the procurement of a new fire alarm panel to replace an existing outdated fire alarm panel that is no longer supported with obsolete parts for the Sterling Field Support Center, located in Sterling, VA. The Government intends to utilize the authority under the Federal Acquisition Regulation (FAR) 13.106-1(b)(1), Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements, unless, as a result of this announcement, acceptable responses to this notice are received and a determination is made by the Government to issue a competitive solicitation. The Government intends to award a purchase order to Johnson Controls Fire Protection LP for the procurement of a new fire alarm panel to replace an existing outdated fire alarm panel due to the fact that the existing fire alarm monitoring system requires a replacement that will be fully compatible with the smoke detectors, heat detectors, strobe lights, pull stations and other sensors on the network. The Sterling Field Support Center site currently has an in place service contract with Johnson Controls to provide monitoring services of the fire alarm panel. This fire alarm control panel was originally installed by Tyco/Simplex Grinnell. Johnson Controls acquired Tyco/Simplex Grinnell in 2016. This procurement shall be replacing the existing fire control panel with an updated version that is a direct fit in form and function, and is compatible with the existing systems of smoke alarm detectors, heat detectors, strobe lights and pull stations. In order to ensure full compatibility with the existing hardware and systems, the fire control panel shall be procured from Johnson Controls Fire Protection LP. Using another manufacturers� panel would mean that the government would have to change all of the devices installed on the network in order to be compatible with the new manufacturers� fire alarm system panel. This would mean the government would incur a significant cost for replacing all of the smoke alarms, heat detectors, pull stations, strobe lights and etc. connected to the network. The nature of the requirement has been deemed urgent due to the fact that the existing fire alarm monitoring system is no longer supported by the vendor and cannot be repaired in case of failure. Manufacturers that propose a solution using other than Johnson Controls Fire Protection LP must furnish detailed specifications and descriptions to demonstrate their capability to provide the required services that satisfy the Government�s needs. To be considered, interested parties must be able to demonstrate their ability to provide a fire alarm panel that will be compatible with the already existing sensor network at the Sterling Field Support Center and that meets the specific characteristics outlined above. Capability information shall include, at minimum, name, telephone number, address of customers for which you have previously furnished the required services, and a detailed narrative that describes your ability to provide the required services as specified. Interested parties must respond via email to bryton.curtis@noaa.gov prior to the closing of this notice. The NAICS code for this requirement is 561621. The government intends to solicit and negotiate with the only known source (Johnson Controls Fire Protection LP) that can provide a new fire alarm panel to replace an existing outdated fire alarm panel that is compatible with all already existing systems. This is not a request for quotes or proposals and there is no solicitation available at this time. The Government reserves the right to solicit quotes based on the receipt of affirmative responses to this posting without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to open competition to businesses other than Johnson Controls Fire Protection LP. All contractors doing business with this Contracting Office (Eastern Acquisition Division � Kansas City) must be registered with the System for Award Management (SAM) website.
