- TITLE: D- NOTICE OF INTENT TO AWARD SOLE-SOURCE SOL: 36C24221Q1043 DUE: June 28, 2021, at 10:00 AM EST. SET ASIDE: N/A NAICS: 621511 POP STATE: 07/01/2021 06/30/2022 plus four option years AGENCY: Department of Veterans Affairs James J. Peters Bronx New York POC: Mariangie Rivera, email Mariangie.Rivera@va.gov DESCRIPTION: NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT TO ICHAN SCHOOL OF MEDICINE AT MOUNT SINAI. Market research was conducted and determined that Ichan School of Medicine at Mount Sinai is the only vendor capable of providing Renal Transplant Processing Services with analysis and diagnosis by a renal pathologist. This is a required service for transplant recipient patients' management. Ichan School of Mount Sinai is the only organization that can perform this requirement providing services for Renal Biopsy Tissue to include transplant and routine for pre-and post-transplant. The required process includes special stains, immunohistochemistry, electron microscopy, pathology analysis, and diagnosis. This Notice of Intent is not a request for Proposals or Quotations. No solicitation document exists, and no telephone or email inquiries will be accepted. No contract award will be made on the basis of proposals or quotations received in response to this notice. The government MAY consider all Expressions of Interest (EOI) received prior to June 24, 2021"". A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. STATEMENT OF WORK GENERAL INFORMATION Title of Project: Renal Biopsy Tissue (transplant and routine) Processing Staining, IHC (Immunohistochemistry), EM (Electron Microscopy), and pathology analysis to be performed on renal biopsy tissue pre- and post-transplant. Background: Renal Transplant Services and routine renal tissue biopsies require processing for special stains, IHC, EM, and analysis and diagnosis by a renal pathologist. This service is required for transplant recipient patients management. Performance Period: The base year period of performance is 7/1/2021 through 6/30/2022, for option year 1 through 4 the period of performance is 7/1/2022 through 6/30/2026. Type of Contract: Firm Fixed Price Place of Delivery: James J. Peters VA Medical Center 130 West Kingsbridge Road Bronx, NY 10468 Pathology Laboratory, Histology 2B-37 Place of Performance: Designated pick up locations are: Histology Laboratory, room 2B-37-100, Monday- Friday, 8:00 AM to 4:30 PM. Specimens obtained Monday-Friday after 4:30 PM and on Saturdays will be picked up in the Core Laboratory, room 2B-15-100. Scope of Work: The contractor shall provide the services required under this Statement of Need on the day/time renal biopsy tissue is received. The annual number of renal biopsies is estimated on previous years. The estimated annual number of renal biopsies to be sent for processing and analysis is 14. The fresh renal tissue obtained surgically from a routine procedure or renal transplant recipient shall be picked up at the JJP VAMC by a courier service. Renal biopsy tissue from routine or transplant recipient shall be processed and slides shall be made and stained for light microscopy, immunohistochemistry, and electron microscopy. When renal tissue is received before 12:00 PM the contractor shall provide a preliminary analysis (report) on the same day, no later than 6:00 PM. When renal tissue is received on Saturday or after hours (emergency) the contractor shall provide a preliminary analysis (report) as soon as possible, but no later than 6:00 PM the next day. Other Related Services (Not Included in the Scope of Work): Any services not expressly stated in this statement of work are not authorized. No person, including the COR or any other VA personnel may request additional work be performed by the contractor, except for the Contracting Officer. Any added services performed that are not authorized by the Contracting Officer will be considered inclusive.
