������������������������������ Combined Synopsis/Solicitation The RFP has been extended to 07/05/2021, 12:00PM. �� For� LOW TEMPERATURE STEEL SELECTION STUDY 1. �This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. �This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.� The solicitation 70Z02321PMSE0220C is being issued as a Request for Quotation.� This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations (FAR).� All responsible sources may submit a proposal. 2. �The North American Industry Classification System (NAICS) code is 541330- Engineering Services. Offerors must be registered in the System for Award Management (SAM) at https://sam.gov/content/entity-registration. 3. �FAR Clauses 52.212-1 through 52.212-5 apply to this procurement. �For the exact text and wording of clauses and provisions please see https://www.acquisition.gov/far/part-52. 4.� Description of services:� This objective of this requirement is to review�and possibly improve�the criteria that are currently used to select steel grades used in ships designed for low temperature operations. An SSC project idea titled �Low Temperature Steel Selection� was identified by CG ENG as potentially beneficial to shipbuilders and ship operators both economically (reduced construction & repair costs) and safety (better understanding of actual safety levels with respect to steel selection).� The objective of this project is to review the criteria currently used to select steel grades used in ships designed for low temperature operations, such as in the Arctic Ocean.� The current criteria do not necessarily result in selection of the optimum steel grade with respect to plate thickness versus operating temperatures.� This project would provide improved criteria for ship designers to select the appropriate steel for ship construction. Please see the attached Statement of Work (SOW) for requested tasks and detail information for this study. This combined synopsis & solicitation notice is a request for competitive quotations.� Therefore, all capability statements or quotations received prior to the RFQ close date will be considered by the USCG.� 5.� The Government will award a single purchase order contract resulting from this RFQ to the responsible offeror whose offer represents the best value in terms of technical capability and price.� All non-price factors (i.e., technical capability and past performance) are significantly more important than price. 6. �Submit the following documents in response to this RFQ: ���� a. Proposal to include: �� -Technical Capability Statement� ��- Price Quotation (Attachment A)� �� -Performance - The Contractor must have significant experience with ship structural design and repairs.� Potential contractors include naval architecture and marine engineering companies, classification society consulting ������������ divisions, or shipyard engineering divisions. Furthermore, the Contractor will need to conduct lab tests of steel samples, so should either have in-house capability, or will need to sub-contract a lab qualified to conduct metallurgic testing. 7.
