Description

The Government has activated the LASSO II website at https://procurement.ksc.nasa.gov/lassoii.� This website will provide interested parties access to a library of technical documents applicable to this acquisition. THIS IS NOT A REQUEST FOR PROPOSAL. �NO PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE. This notice is issued by the NASA/KSC to post a Draft Performance Work Statement (DPWS) to solicit responses from interested parties.� This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition.�� The Laboratory Support Services and Operations II (LASSO II) contract will succeed KSC�s Laboratory Support Services and Operations, LASSO contract.� LASSO II Contractor will operate and maintain a diverse set of laboratories, developmental shops and test facilities to provide laboratory services for the Kennedy Space Center (KSC) in support of multiple customers and projects. �LASSO II support includes program management; laboratory maintenance and support; operational laboratory services; and professional and technical support for scientific research, engineering, test and evaluation in laboratory environments. �KSC is a multi-user Spaceport for launches of manned and un-manned space flights. �The Contractor will support KSC Center Engineering, Safety, and Operations (CESO) and National Aeronautics and Space Administration (NASA) Programs including, but not limited to, Exploration Ground Systems (EGS), International Space Station (ISS), Launch Services Program (LSP); the NASA Space Technology Mission Directorate (STMD) and Science Mission Directorate (SMD); and the United States Space Force 45th Space Wing at Cape Canaveral Space Force Station (CCSFS). Requirements contemplated are included in the attached Draft PWS and are based on the best information available at the time of publication and is subject to revision. This Draft PWS synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response.�The Government may not respond to comments submitted.�The comments may be used to support the development of the LASSO II contract requirements.�� Responses should not include proprietary or confidential information; however, if proprietary data is included in a reply, it is to be marked as such. All comments shall be documented on the attached �Industry Comment Form� and shall be submitted electronically via email to the Contracting Officer, Michael Wheeler, at�ksc-lassoii-team@mail.nasa.gov�by no later than July 1, 2021 at 4:00 P.M EDT.� NASA Federal Comet Acquisition Regulation Supplement Clause 1852.215-84, Ombudsman, is applicable.�The Center Ombudsman for this acquisition can be found at�https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, then it and any additional documents will be available on�https://sam.gov/.��It is the offeror�s responsibility to monitor this website for the release of the solicitation and amendments (if any).� Potential offerors will be responsible for downloading their own copy of the solicitation and amendments, if any.
