Description
Description: THIS IS A PRE-SOLICITATION NOTICE FOR A REQUEST FOR PROPOSAL (RFP). Proposals shall only be requested and accepted from contractors who are a Small Business AND certified in System for Award Management (SAM, https://www.sam.gov/SAM/pages/public/searchRecords/search.jsf). The United States Department of Agriculture (USDA), United States Forest Service (USFS), has a requirement for but not limited to the following: Castle Fire Roads Rehabilitation Project: � This project work includes pulverizing asphalt, deep patching, and asphalt overlays on designated areas, as well as repaving road 22S54. Incidental vegetation and slough removal as required for asphalt repair operations. Centerline restriping after deep patch/asphalt overlay operations where the asphalt repair obliterated the centerline stripe. � Aggregate Base placement on designated roads/areas. � Culvert replacement at designated locations. � Perform road reconditioning and drainage improvement on 112 miles. Also, decommission 0.75 miles to prevent motor vehicle access. � Unplug, clean, and reconstruction of roadway drainage features (rolling drainage dips, ditches, ditch relief and cross drainage culverts, and spillway inlets with flumes) to re-establish effective free flowing drainage of the areas, and reduce the potential of any culvert(s) becoming blocked during storm events. � Install Spillway Inlet Assembly (SIAs) with flume to reduce drainage diversion potential at culverts, and other specified areas. � Recondition the roadways to existing widths 12-14� wide minimum travel way with 1� minimum shoulders each side unless noted on drawings; out-slope roadways where needed to minimize water concentration, erosion, and sediment production. � Construct earthen barriers at non-system motorized trail and road junctions where specified to prevent motorized vehicle access. Also, scatter surrounding vegetation in the entrance to discourage use. � Install new Rolling Dip for roadway surface drainage where specified. This project includes furnish all labor, equipment and material to accomplish the work under this task order. Project is in the State of California, County of Tulare, Sequoia National Forest. The project is located in the Western Divide (WD) and Kern River (KR) Ranger Districts. Bulk of the work is located in the vicinity of Lloyd Meadow Road WD, and Blackrock area KR. Solicitation Number 127EAW21R0044 for this effort will be posted to Beta.Sam.Gov (https://beta.sam.gov/) on or about July 7th, 2021. This solicitation will contain all necessary specifications, drawings and other information necessary submit a proposal for this project. There is shall be no official group site visit scheduled. The areas of performance are open to the public and can be visited by each prospective offeror on their own. Disclosure of the magnitude of construction projects: The estimated cost of the total project is expected to be between $1,000,000.00 and $5,000,000.00.
