- Addendum # 2 _________________________________ Restructuring, Rehabilitation and Pressure Management of Ain Al-Basha Tender No.21/2021/SW- FARA 4 This invitation of tender is opened by Water Authority of Jordan (WAJ) (hereinafter called �Employer�) to tender for the project of Restructuring, Rehabilitation and Pressure Management of Ain Al-Basha and as detailed below (hereinafter called ""Project"") for: a) Qualified Local Contractors classified by the GTD as Grade (1) in the field of water and wastewater (single or in Joint Venture). b) International contractor subjected to USAID geographic code 937. International contractor shall form a Joint Venture with a qualified local Contractor classified by the GTD as Grade (1) in the field of water and wastewater or nominate a local classified by the GTD as Grade (1) in the field of water and wastewater as a subcontractor to be eligible to participate in this tender. The eligible Tenderers shall have an experience within the last 10 (ten) years in Structural works, Supply and Installation of the Water Supply Network (Installation of Ductile Iron Pipes (DI) and High Density Polyethylene pipes (HDPE), Fittings, Isolation, Washout, PRV's, Air Valve and District Meters), Supply and Install Contracts have to be proved by copies of contract agreements and Certificates of completion. The eligible Tenderers shall have a clean record for the past 5 (five) years in terms of contract termination, liquidation of guarantees, and delay in works exceeding 30% duration of the contract period and must not be blacklisted neither by the GTD in the water sector, nor by WAJ. Upon request, the Tenderer shall submit documentary evidence to proof this requirement. Tender Documents, 1 hard copy, can be purchased from the Water Authority of Jordan at the address noted below starting from 09.00�hours to 14.00�hours on working days (Sunday to Thursday) for the non-refundable fee of (750) JDs per set. The method of payment will be cash. The document should be collected by an authorized representative. The Employer may conduct a Site visit concurrently with the pre-tender meeting. Site visits are scheduled for the project area from WAJ. Tenderers are responsible for their own transportation to the site. Tenderers are responsible to take all necessary COVID-19 Safety measures on their expense during site visit. Tenderers shall attempt to bid based on their financial and economic eligibility, experience, resource availability as well as quality of supplies offered according to the technical specifications. Inquiries related to the tender documents shall be sent to WAJ, Eng. Najwa Orabee via email addressed above. Tenderers are obliged to follow up the issuance of any addenda to the tender documents or answers to inquiries issued by WAJ official e-mail letter. The scope of work comprises the supply, install, test, integrate and commission of all required materials to implant the restructuring, pressure management and rehabilitation of Ain Al-Basha District. The Contractor shall be fully responsible for providing all necessary materials for completion of the work. The main focus of the project is shifted towards creating pressure districts where the pressure range is 2 to 7 bars whenever possible, the distribution zones were hydraulically analyzed, some District Metered Areas (DMAs) were split, some borders were shifted and main feeders for the DMAs were proposed. The elevation diagrams for the old and new systems in the project�s distribution zones are included with the drawings. DMAs creation along with modulating pressure reducing valves whenever required allow an efficient pressure management. Modulating pressure reducing valves are the best type of control for areas with changing conditions and variable head loss which provides advanced control of outlet pressure related to network demand and pressure at the critical point of the network, where the pressure sensor at the critical point provides live data to the PRV controller at the inlet of the zone, this allows keeping the pressure at the critical point at the target level by modulating the PRV output pressure. The contractor will be responsible for the following: Supply, install and commission of water pipelines including all fittings, valves, static meters for DMAs, and accessories. Supply, install, test and commission of the pressure management system including valves, PRVs, meters, pressure loggers, pressure transmitters and pressure gauges, host software suite � etc. Construct new chambers for the PRV as illustrated in the BoQ. Design, Construction and Commissioning of 1000 m3 new Reservoir Supply, install, programming and integration of all required items for supervisory control and data acquisition through (SCADA) system.� The contractor is responsible to design and install the solution of the main power supply which required operating all the instruments under this contract. The tenderer shall submit within his proposal a complete methodology describing the whole procedure for the pressure management and all equipment and software required to complete the tasks. The successful tenderer shall conduct a presentation clarifying the whole procedure and equipment proposed by the tenderer for the pressure management; where a pressure sensor at the critical point is used to provide live data to the modulating PRV at the inlet to the zone, the pressure has to remain constant at the critical point. The tenderer shall provide on job training to WAJ concerned staff on all new technologies installed. All tenders must be accompanied by a Tender Security of JOD 270,000 (two hundred seventy Jordanian Dinar) valid for 180 days (6 months), starting from the submission date, 26/5/2021. The original guarantee has to be attached to the original offer from the contractor (copies to the copies). The tender must be delivered to the address noted above. The Tenderer shall enclose Envelope No. 1 and Envelope No. 2 of the original in a sealed outer envelope marked �ORIGINAL�. The two envelopes that make up the two copies shall be placed in a sealed outer envelope marked �COPY�. Both outer envelopes shall then be placed in an outer package strong enough to protect the contents during transport and handling. �No Tender received after 26/5/2021 at 12:00 pm shall be accepted or considered by the Technical Evaluation Committee. first the envelope No. 1 - Technical Offer, will be opened and a Technical Committee will evaluate the technical tenders. The Envelope No.2 - Financial Offer will be opened after the technical evaluation of only those tenderers who pass the Technical Evaluation based on the documents required under Section (1) of this document:I INSTRUCTIONS TO TENDERERS, and found entirely administratively and technically responsive and, in a separate meeting. When submitting a Tender, the Tenderer is requested to advise the date and mode of dispatch or by email. This, however, shall in no way limit the Tenderer's responsibility for the timely arrival of his Tender at the Employer�s address noted above. The Employer will not be responsible for lost and/or undelivered documents sent by mail, Fax or similar means. �The Employer reserves the right to accept or reject any offer, and to annul the tender and cancel the procurement process at any time, without thereby incurring any liability to Tenderers. �All information provided/submitted by the tenderers shall be accurate, correct and duly certified. The project is funded by the United States Agency for International Development (USAID) by which the Water Authority of Jordan (WAJ) has entered into an agreement which has a fixed time-frame and payment schedule payable to WAJ based on completion of predetermined Milestones. The Milestones will be provided to the contractor at an early stage and the contractor must take into account the priorities of Milestones in his work plan and implementation schedule to avoid any damages to the employer or hinder WAJ from submitting its invoices to the USAID, as a result of the failure to complete any or all items included in the contract within the allocated time. WAJ reserves all the contractual and financial rights in case of non-compliance by the contractor with the above.
