As a fair warning, please know the acquisition strategy for this contract is not final, and these instructions may change. Please take a look at the Instructions for Proposal Preparation and send your feedback to ��dha.ncr.co.mbx.jomis-contracting@mail.mil. I will not start reviewing comments on the on this document until June 30, 2021. There is no format for responses to this draft document. Feel free to provide this feedback in an email, a tabulated list, a white paper, PowerPoint. Once again, the format is inconsequential- I want Industry feedback. **Update** June 2, 2021 Happy June! JOMIS is working hard on the TMIP J solicitation! Today, I released the draft evaluation criteria for the TMIP J IDIQ in the TMIP-J folder in the Resources section. As a fair warning, please know the acquisition strategy for this contract is not final, and this evaluation criteria may change. Please take a look at the evaluation criteria and send your feedback to dha.ncr.co.mbx.jomis-contracting@mail.mil. I will not start reviewing comments on the CLIN structure until June 11, 2021. There is no format for responses to this draft evaluation criteria. Feel free to provide this feedback in an email, a tabulated list, a white paper, PowerPoint. Once again, the format is inconsequential- I want Industry feedback on whether you believe the evaluation criteria are acceptable for Industry to demonstrate their capability and acumen to perform this requirement. **Update** May 5, 2021 Happy May Everyone! For those who submitted comments on the TMIP-J SOO, thank you so much! I needed to see if Industry understood the TMIP-J sustainment work, and, based on the responses, that seems to be the case. This week, I released a draft CLIN structure for the TMIP J IDIQ. As a fair warning, please know the acquisition strategy for this contract is not final, and the contract approach may change. I am planning for this contract to be a single award IDIQ and have the following CLINs: MSAT ALHTA-T, KIOSK, TC2 TMDS Integration Applications (TMIP Framework, TAIM, Reporting, TMIP Utilities) New Product Support Training and Exercise HelpDesk Transitions Travel Other Direct Costs As illustrated in the CLIN structure document, each system CLIN will have all work associated with that system priced within that CLIN. I developed the CLIN structure this way because JOMIS is in a transformation period. There is a high likelihood that some of the TMIP-J systems may be sunset over the contract�s performance period. By aligning the CLIN structure at the TMIP-J subsystem level, the Government has the most flexibility in reducing work for those systems as the JOMIS transformation unfolds and managing costs by concretely identifying needed work in a task order proposal request. Additionally, the contract will primarily be fixed price. Given the IDIQ construct and the ability to provide additional information for task order proposals, a fixed price CLIN structure is doable. The selected contractor can use their internal data to generate the actual costs associated with the core tasks based on the approach proposed in their Performance Work Statement. The program office will provide complete information on specific tasks (i.e., training exercises requiring support in the performance period, number of new products requiring support in the performance period, etc.). And, in the event something is missing, the IDIQ structure lends itself to reconfiguring the work in a performance period by releasing additional task orders to supplement the core tasks. Although JOMIS�s current intention is to have the offerors develop a Performance Work Statement based on a JOMIS-provided Statement of Objectives, the provided CDRLs are the minimum deliverables that JOMIS believes is needed. Currently, JOMIS is planning for the TMIP J Sustainment effort to be competed as a single-award IDIQ. With respect to CDRLs, this means that there may be two set of contract data requirements during contract performance: 1.There may be CDRLs associated with the underlying IDIQ AND 2.Task-specific deliverables required for the separate task orders. Please take a look at the identified deliverables and advise if you believe there is redundancy or if there are key areas that JOMIS may have overlooked. Additionally, please know that JOMIS is completing the steps to obtain an approved TMIP-J acquisition strategy and there is not a determination on whether this acquisition will be a full and open acquisition or a small business set aside. In terms of a deadline for comments on the CDRLs, there is not one. Please provide your feedback when you are ready. However, JOMIS will continue with its solicitation planning activities, and if you submit your feedback too late, JOMIS may not consider it. JOMIS will not start its review of SOO feedback until May 10, 2021. If you have TMIP-J CDRLs feedback that you would like considered, please send it to dha.ncr.co.mbx.jomis-contracting@mail.mil. As I said earlier, we will not start looking at it until May 10, 2021. JOMIS is actively developing a solicitation for this requirement.�But, before issuing the solicitation, JOMIS wants industry feedback on a few things. Over the next few weeks, I intend to release information related to the upcoming TMIP-J solicitation. For this week, please look at the draft Statement of Objectives for this solicitation. The TMIP-J solicitation may allow vendors to design unique solutions for TMIP-J maintenance rather than proscribing the work in a performance work statement. Please review the statement of objectives and advise if you believe further clarifications are needed on expected outcomes or concerns about some of the work included in the document.
