SOURCES SOUGHT SYNOPSIS (SSS) (Revised 6/21/2021): The purpose of this revision is to: 1. Replace�the scope section of the previous SSS with the below language� 2. Attach�a Statement of Objectives (SOO). A current DD Form 2354 will be required to receive this document. Please email�request with your current DD Form 2345 to the POC listed for this effort 3. Update the POC information for this SSS *If you have already submitted a response to any of the previous SSS postings for this effort, it is still recommended that you submit an updated response addressing this latest revision:��� SCOPE: The contractor shall provide documentation to accomplish planning and integration activities for Deactivation, Demilitarization, and Disposal (D3) of the Minuteman III (MMIII) Weapon System in support of Ground Based Strategic Deterrent (GBSD) Weapon System Deployment (D4). The contractor may propose additional documentation and activities not listed to ensure the program objectives are met. The purpose of this effort is to provide an executable strategy to accomplish all D3 actions for the MMIII Weapon System. At the end of this effort the Air Force should have a documented description on how to accomplish all D3 actions. Please recommend additional documentation, Data Item Descriptions (DIDs), etc. that might be needed to accomplish this goal. SOURCES SOUGHT SYNOPSIS (Revised 4/29/2021): THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This Sources Sought Synopsis (SSS) is in support of Market Research being conducted by the United States Air Force to identify potential sources and to determine if this effort can be competitive or a Small Business Set-Aside. This is not a Request for Proposal (or solicitation) or an indication that a contractual commitment will exist for this requirement. The government does not intend to award a contract on the basis of this market research. No funds are available to fund the information solicited. The Air Force Nuclear Weapons Center located at Hill Air Force Base is requesting information, pursuant to FAR PART 10, in support of Market Research to identify potential sources for the ICBM MINUTEMAN (MM) III DEACTIVATION, DEMILITARIZATION, AND DISPOSAL (D3) effort. The Government will use this information to determine the best future acquisition strategy for this procurement, inclusive of the need to do an Industry Day and/or Presolicitation Conference. The government does not have the associated technical data to provide to potential sources. SCOPE: The contractor shall support the government in the development of a strategy to deactivate, demilitarize, and dispose of Minuteman III (MIII) assets which align with the Ground Based Strategic Deterrent (GBSD) weapon system installation schedule. The contractor shall develop a plan to coordinate and deliver items identified to be saved to the supply chain. The contractor shall demonstrate/execute this plan by providing the resources required to dismantle, catalog, provide disposition as directed, transport, and where necessary demilitarize, dispose of or destroy all MMIII related operational equipment in a Launch Facility (LF) and two Launch Control Centers (LCCs) to support the GBSD schedule no later than 30 Apr 24. The LF and LCCs will be identified at a later time and will be at one of the deployment areas north and east of Francis E. Warren Air Force Base (AFB), Wyoming, surrounding Minot AFB, North Dakota, and to the north and west of Malmstrom AFB, Montana. The weapon system parts and equipment consist of Nuclear Weapon Related Material, Aerospace Vehicle Equipment, Operational Ground Equipment, and critical assets. Each deployment area consists of 150 ICBM LFs, and 15 LCCs. Other geographical locations for storage, transportation or disposal include Hill AFB, Survivability Vulnerability, Integration Center Little Mountain Utah, Lake Side, and Vandenberg AFB California. Training sites at all bases and depot will be included in these actions. The proposed North American Industry Classification Systems (NAICS) Code is 541330, which has a corresponding Size Standard of $38.5M. The Government is interested in all businesses to include, Large Business, Small Business, Small Disadvantaged Businesses 8(a)s, Service-Disabled Veteran-Owned Small Businesses, Hubzone Businesses, and Women-Owned Small Businesses. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime, and the work accomplished by the teaming partners. The contractor shall be capable of furnishing all required labor, material, facilities and equipment to accomplish the scope of this effort. The government requests that interested parties respond to this notice in writing including details of your ability to fulfill the existing requirement (Please be specific rather than simply providing a generic capabilities statement).
