Description
The General Services Administration (GSA), Public Buildings Service (PBS) is seeking an elevator contractor to modernize four (4) existing gearless traction Passenger elevators, operating in one group, with the passenger/service car No. 1 capable of Simplex service. Provide new: AC motor, solid state microprocessor controls, cab, doors, and all associated work to provide four completely new passenger elevators. The elevator modernization project shall meet or exceed the current ASME-A17.1 Elevator Code and the Uniform Federal Accessibility Standards for this project located at the GH Mahon Federal Building and Courthouse in Lubbock, Texas. Any firm must be an elevator contractor firm under NAICS code is 238290 and the current small business size standard is $16.5 Million. It is anticipated that this project will take approximately 550 days to complete. Award of any resulting procurement will be based on a source selection employing a �Best Value Concept� methodology.�� GENERAL CONSTRUCTION REQUIREMENTS: �In accordance with FAR 36.204, disclosure of the magnitude of construction projects, the construction cost of magnitude is between $1,000,000.00 and $5,000,000.00. Any other than small businesses with a proposal above $1.5 million will be required to submit a Small Business Subcontracting Plan with their proposal. LOCATION OF THE WORK:� George H. Mahon Federal Building, 1205 Texas Ave, Lubbock, TX 79401. NAICS Code and Title:� 238290 - Electrical Contractors and Other Wiring Installation Contractors Small Business Size Standard:� $16.5 Million THIS PROCUREMENT IS FOR FULL AND OPEN COMPETITION. TENTATIVE DATES: The solicitation will be issued on or about July 7, 2021. The proposal due date will be on or about August 9, 2021.�The date for a pre-proposal conference will be July 21, 2021. �Attendance at this conference is vital to the preparation of a competitive and cost-effective proposal and to understanding the total result desired by the Government. �Failure to attend this meeting may not be used as an excuse for omissions and miscalculations in offers. Award is anticipated to be on or about September 17, 2021. The Period of Performance is 550 calendar days after notice to proceed; 50 calendar days is for security clearances, design submittals, and material procurement and 500 calendar days for construction. PROCEDURES FOR AWARD:� A solicitation will be issued requesting a written technical and price proposal.� The Government will make award to the responsible offeror whose proposal conforms to the solicitation and is most advantageous to the Government, non-cost (technical) factors and cost/price considered. For this solicitation, all evaluation factors other than cost or price, when combined, are significantly more important than cost or price. The Government intends to evaluate each proposal for technical acceptability based upon the five following non-cost factors: (1) Technical Approach, (2) Experience, (3) Schedule, (4) Past Performance, and (5) Preventive Maintenance Approach.� It is the Government intention to award without discussions, but if determined necessary, the Government reserves the right to hold discussions. PLAN AVAILABILITY:� �The solicitation will be available for electronic download at no charge from the SAM.gov website under Contracting Opportunities.� AMENDMENTS TO SOLICITATION:� It is the offeror's responsibility to monitor SAM.gov for the release of any amendments. BONDING:� A bid bond is required as well as payment and performance bonds.� SECURITY:� Before employees are allowed to work under the anticipated contract, all personnel are required to pass a security check.� Specific security requirements will be contained in the solicitation.� ELIGIBLE OFFERORS:� All responsible firms may submit a proposal which shall be considered by the agency. All prospective offerors are also required to use the System for Award Management at www.SAM.gov for registering their firm and completing representations and certifications.�
