Description
PRESOLICITATION NOTICE- Relocate Behavioral Health, Project Number 589A4-19-103 Scope of work: Scope of work: The General Description: The project will renovate approximately 9,706 square foot state-of-the-art outpatient Behavioral Health Clinic located on the second floor of VA Truman Memorial Veterans building in Columbia, Missouri. This will include group rooms; administrative offices; clinical offices which double as counseling rooms; public restrooms, a central check-in/waiting room, TMS treatment rooms, and administrative offices. The Behavioral Health Clinic provides general and specialty mental health services for Veterans being evaluated, diagnosed, and treated on an outpatient basis. This project will also renovate approximately 5,089 square foot state-of-the-art outpatient area located on the fourth floor of VA Truman Memorial Veterans building in Columbia, Missouri. This will include procedure rooms, pain management exam rooms, PM&R exam rooms, nurse workrooms, Check-in-Check-out, Physician workrooms, EMG/SCI exam room, pain management office, Behavioral Health and pain pharmacy office rooms. The fourth floor is the first phase of the 14,795 square foot renovation to consolidate Behavioral Health on the second floor of the hospital. The renovation will address the need for improved patient flow and need to improve the overall patient experience.  This project will include demolition and new construction of existing systems. This includes new electrical power and LED light fixtures, HVAC systems, plumbing systems, fire protection systems, data/ voice, and interior finishes. The renovation includes a minor modification to the exterior wall and window system to allow access to the roof. The design will allow for a phased approach as to minimize disruption to on-going patient care. Construction will occur in an active facility in an area that treats patients with PTSD and other conditions sensitive to sound.  Inpatient bedrooms are also adjacent to both renovations on the two floors. Minimal disruption to the staff and patients is of paramount importance. Phasing: This design of the 2nd and 4th floors will be constructed in multiple phases utilizing the design/ bid/ build method of project delivery. The fourth floor becomes phase I of the construction allowing construction on the 2nd floor. The Pain Management and PM & R services will need to be relocated in order for the renovation on the second floor to proceed.  Additional phases will be completed once the fourth floor is completed. The second phase consists of completing the group rooms, waiting rooms, and public restrooms. These rooms will be completed at the same time in phase II. Phase III will consist of the clinic offices, psych. res offices, TMS rooms, care coordinator offices, staff restroom/HAC rooms, and IT rooms. Phase IV includes all the corridors. Corridors must stay open during 7am to 5pm operating hours-nights/weekends are available for work. The two south entrances must also stay open during 7am to 5pm operating hours-nights/weekends are available to access elevators. The north walkway entrance needs to also stay open during 7am to 5pm operating hours-nights/weekends are available for work. Work shall be done on nights/weekends and coordinated with the COR two weeks ahead of time. The phasing is outlined on Sheet 1-GC101. In between each phase, there will be up to 30 days of transition time to allow the facility to move personnel and equipment. The Estimated range to complete this work is $2,000,000.00 to $5,000,000.00 Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this construction project will be solicited as a Total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The North American Industry Classification Code (NAICS) for this procurement is 236220(General Construction Contractors), with a small business size standard of $39.5 million. The duration of the project will be up to 800 calendar days from Notice to Proceed to contract closeout. This completion period includes submittals, close-out documents, final inspection and cleanup of the premises and completion of as-built drawings. Award will be made utilizing the Best Value Lowest Price Technical Acceptable (LPTA) Source Selection Process in accordance with Federal Acquisition Regulation Part 15. Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions. The offeror is responsible to monitor and download any amendments from the beta Sam https://beta.sam.gov/content/home website, which may be issued to this solicitation. In accordance with FAR 52.204-7, Required SAM and in accordance with Veterans Affairs Acquisition Regulation (VAAR) 802.101, VIP Registration, prospective contractors must be registered in SAM and in the VIP databases under the applicable NAICS. Firms may obtain beta SAM information at https://beta.sam.gov/content/home and VIP information at https://www.vip.vetbiz.va.gov/ . The solicitation package and drawings should be available for download on or about June 1, 2021 and the proposal due date will be on or about July 9, 2021. An organized site visit will be scheduled, and the information will be made available at time of solicitation issuance. Only one site visit will be scheduled and interested offerors are highly encouraged to attend.
