- The Department of Veterans Affairs, Network Contracting Office 9, hereby provides notice of its intent to Murphy Engineering, Inc. 341 N. Green Street, Tupelo MS 38804 award a sole-source, firm-fixed-price purchase order. The purchase order is expected to be awarded under FAR 6.302-1. A Justification and Approval for Other Than Full and Open Competition will be prepared. The period of performance is for services to be completed upon award up to 6 months. No options are evaluated. The purchase order will provide Electrical System Improvement Services per the 2016 Arc Flash Recommendations Study. This requirement includes removal and replacement of listed Circuits Breakers to mitigate incident energy, adjust settings and update report upon completion of improvements. Memphis VAMC contracted with Murphy Engineering to perform an Arc Flash Hazard Analysis Study for electrical upgrade services for compliance to the latest editions of code, standard practices and publications of OSHA 29, Code of Federal Regulations (CFR) Part 1910 Subpart S; NFPA 7, National Electric Codes; NFPA 70E 2009, Electrical Safety Requirements for Employee workplaces; IEEE 1584 2002, Guide for performing Arc Flash Hazard Calculations. The deficiencies noted and recommend by Murphy Engineering 2016 Arc Flash Recommendations Study Report for the Memphis VAMC, 1030 Jefferson Ave. Memphis TN 38104. NAICS code: 541330 Engineering Services (SBA Size Standard $16.5 Million). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement no later than June 25, 2021 at 2:00PM, Central Time (CT). A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. Interested parties are encouraged to furnish information by email only with RESPONSE TO INTENT TO SOLE SOURCE Memphis Arc Flash Improvements in the subject line. All documents submitted, will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contract Specialist, Diane Ziegler by email at diane.ziegler@va.gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
