- The Department of Veterans Affairs, Networking Contracting Office (NCO 01) located in Brockton, MA intends to enter into a sole source procurement, pursuant to the authority of FAR 6.302-1, with American Energy Management Corporation, for the following requirement: Statement of Work (SOW) Jamaica Plain, Flood, 1B and 2B Building Automation System (Bas) Front-End Upgrade Introduction Purchase, install, calibrate, and commission a new Building Automation System (BAS) at the VA Boston Healthcare System (VABHS) Jamaica Plain campus, to replace the current front-end system. A BAS is the computer networking of electronic devices designed to monitor and control the mechanical, security, fire and flood safety, lighting (especially emergency lighting), HVAC and humidity control and ventilation systems in a building. The system must meet all applicable requirements specified in VHA directives. Background The existing Building Automation System is coming up on 'end of life' and software support for Web-Link, the software engine behind the scenes, is being phased out. Scope All buildings on the Jamaica Plain campus will be in scope. This upgrade is only required for the front-end graphical software. The new DDC Front-End will use HTML-5. All necessary licenses. Add 200 direct digital points. The VA does not expect any new network drops will be needed. Per the VA Construction and Facilities Management s Technical Information Library (TIL), Master Construction Specification: The Contractor shall only utilize factory-trained technicians to install, program, and service the BAS. The technicians shall have a minimum of five (5) continuous years of technical experience in Building Automation Systems. The Contractor shall be able to respond to BAS problems within 4 hours of a call for support. The Contractor will provide a list of the technicians assigned to this project, who will be sponsored by Engineering Service to be vetted by Human Resources for the issuance of a Non-PIV credential. The technician(s) must be approved for and in possession of the Non-PIV credential prior to beginning this project and the Contractor will turn over the credentials to the Engineering Service Contracting Officers Representative (COR) at the completion of this project. The Non-PIV credentials must be displayed by the technicians at all times while they are on campus on their outermost garment above the waist. Equipment Specifications: DELL Web Server PC Minimum specifications: Intel Xeon E3-1280 3.9GHz, 8M cache Processor, 16GB 2666MT/s DDR4 ECC UDIMM memory, 2TB 7.2k SATA 6Gbps 3.5 hot plug Hard Drive, Windows Server 2016 Operating System. Performance Requirements Purchase, install, configure, test, and commission the Building Automation System. Provide 2 separate sessions of hands on training and system review with customer Training will include step-by-step instructions on the utilization of all features of the BAS functionality as well as Basic System Troubleshooting. Any applicable training material will be provided to the Government in both paper and soft copy. The Government shall retain the right to duplicate and distribute the training material for future training purposes. Period of Performance is 365 days from contract award. Place of Performance: 150 South Huntington Avenue, Boston, MA 02130 Deliverables The Contractor will conduct a walkthrough of the completed Building Automation System with VA Jamaica Plain campus Engineering Manager, M&O Foreman, and the Electrician/Electronics Technician. These VA personnel must sign off on the completed system. The Contractor will provide paper and electronic copies of the schematic drawings to Engineering Service. Warranty WARRANTY OF CONSTRUCTION: This work is subject to the Article Warranty of Construction of FAR clause 52.246-21. Contractor will provide any OEM pass through warranty and standard commercial warranties applicable to the products being purchased at no cost. The NAICS code for this requirement is 238210 with a small business size standard of $16.5 million. American Energy Management Corporation is the only contractor capable of performing the required work because this automation control system is proprietary to American Energy Management Corporation and will only have true full combability with other American Energy Management Corporation components ad software. The DDC controllers and the software running the graphical front-end for the facility operators to interface with the building automation system is proprietary and is developed and maintained exclusively by American Energy Management Corporation. Other contractors will be unable to perform the required work because they will not be able to provide the required software nor will they have access to the American Energy Management software. This notice of intent is not a solicitation nor is it a request for proposal. However, interested parties that believe they can satisfy the requirement listed above must clearly identify their capability to do so in writing by Monday, June 28, 2021 at 12 pm EST time. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. A determination not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
