- Description
- The Federal Emergency Management Agency intends to negotiate on a sole source basis (IAW FAR 13) with the American Society for Training and Development, Inc.(ATD), Alexandria, VA, as the only responsible source that can provide three virtual courses; Designing Virtual Training, Facilitating Virtual Training, Instructional Design.� Course descriptions are as follows: The Designing Virtual Training Program provides the knowledge and skills needed to develop and design virtual training courses. The six-week program provides the grounding in everything needed to successfully design virtual instructor-led training programs that establish learner engagement, incorporate collaborative activities, and provide the ability to create effective instructional materials. The Facilitating Virtual Training Program provides the knowledge and skills needed to develop and design virtual training courses. The six-week program provides an opportunity to learn to maximize engagement of remote participants, gain the skills and confidence to successfully facilitate synchronous learning events and manage the logistics of facilitating virtual learning. The Instructional Design Training Program provides the knowledge and skills needed to develop and design training courses. The twenty-one (21) hour online program provides an opportunity to learn about best practices for conducting a needs assessment, completing a job/task analysis and designing and developing courses using vendor templates. Market research has indicated that the ATD is the only source who can provide all three required courses in the required virtual format. Additionally, by having all three courses conducted by the same vendor the government ensures that each student has the required knowledge to progress from one course to the next and any duplication of effort or course material between the three courses is kept to a minimum. This acquisition is being conducted under simplified acquisition procedures (IAW FAR 13).� There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 611710 with a Small Business Size Standard of $16.5 million.� This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement.� However, parties interested in responding to this notice will need to submit technical data, sufficient to determine capability in providing the same product. All capability statements received within 15 days after publication of this synopsis will be considered by the Government.� A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Heidi Crawley at heidi.crawley@fema.dhs.gov.� Statements are due by 5:00 PM EST, 2 July 2021.� No phone calls accepted.
