- This notice does not constitute a request for competitive proposals and is not to be construed as a commitment by the Government for such a purpose. The Government will not assume any costs for preparing or submitting information in response to this announcement. This is a notice of intent to issue a sole source contract to acquire Kaba Ilco electronic locking systems for Unaccompanied Housing (UH) buildings at Naval Air Facility Atsugi (NAFA) and Commander Fleet Activities Yokosuka (CFAY), Kanagawa, Japan under the authority of 41 U.S.C. 1901 as implemented by FAR 13.501(a)(1)(II). The Navy intends to incorporate the requirement for Kaba Ilco locksets into its projects to renovate Unaccompanied Housing (UH) facilities.� The Department of Defense has established �Facilities Criteria� (FCs), which provide mandatory functional requirements for specific DoD Components. The FC for Navy and Marine Corps Unaccompanied Housing (UH), FC 4-721-10N (dated 1 November 2012, change 6, 20 March 2015) is mandatory for both the Navy and Marine Corps and provides design criteria for UAH. FC section 3-18-1 (Navy Locks) states building access shall comply with Commander Navy Installation Command (CNIC) and Installation standards. The CNIC FY21 Operations Plan (dated October 2020) designated KABA ILCO (Atlas or FDU) as the enterprise solution for UH e-Lock systems because it has an Authority to Operate (ATO) for Electronic Locking Systems.� Pursuant to CNIC Installation Standards, Installations using other locking systems are required to transition to the approved system as part of the systems normal life cycle plan or during planned building renovations. Moreover, per FC mandate, �new and replacement electronic lock systems shall be stand-alone, not connected to any information network,� and �procurement of networked electronic lock systems is prohibited.� Interested organizations may submit their capabilities and qualifications to perform this effort electronically�via email to Brenda Uyeda at brenda.uyeda@fe.navy.mil�and Chito Carabeo at chitobong.carabeo@fe.navy.mil not later than 6:00 pm JST on 6�July 2021. The statement shall include the following: Provide fully detailed specification sheets describing the alternate electronic keyless lock system offered that meet the functional requirements as described below. The specification sheets shall specify the manufacturer�s name, address and country of manufacture. Provide a narrative, no longer than 5 pages, addressing how the alternate electronic locking system offered is fully comparable and compatible with the mandatory functional requirements identified below. For each requirement, provide an explanation on how your product will function without modification to meet the requirements. The narrative shall also address information on CNIC ATO submission and approval dates. FUNCTIONAL REQUIREMENTS AND INSTALLATION STANDARDS Computer and Network Requirement: Must be a stand-alone system not connected to any information network. No computer interface and no network or Windows OS to maintain or upgrade. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.� A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. The Contracting Office reserves the right to pursue the single source negotiation or compete the requirement based on information received. Information received will be treated as market research information for future of same or similar requirements. Quotations or proposals received in response to this notice will not be accepted since THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTES.
