Description

NASA/JSC has a requirement for an (1) Aero-Structural Test System Load Control and Data Acquisition System. NASA/JSC intends to issue a sole source contract to acquire the item from MTS Systems Corporation under the authority of FAR 6.302-1. The Government intends to acquire a commercial item using FAR Part 12. NASA is in the need of an Aero-Structural Test Static Test System Load Control and Data Acquisition system which is used in all static tests that are performed at the JSC Structures Test Lab. The current system has been declared obsolete because some of the parts are no longer available, which is causing failures that cannot be repaired. Replacement of the current test system from a new vendor will require upgraded or new equipment to assure compatibility, new procedures for operations, new training and certifications for all operators, and assumption of risk of delay if transition to an unfamiliar system. The cost of such a new procurement is significantly more than going with a system that would integrate with existing Structures Test Lab infrastructure. NASA can leverage the existing tools and hardware installation experience to integrate the new system expediently and provide the best opportunity to meet NASA mission essential deadlines. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Carlos Roman at carlos.roman@nasa.gov no later than 4:00 PM CST on April 22, 2021.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.� A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
