Description
Notice of Intent to Sole Source The Bureau of Land Management (BLM), Department of Interior, Farmington Field Office, Farmington, New Mexico intents to award a Firm-Fixed Price contract to Dwyer Engineering, LLC., 1813 Stagecoach Rd. SE., Albuquerque, NM 87123-4440 The Farmington Field Office, Capillary Barrier (CAP) design for the Lee Acre Landfill is a joint effort between the Bureau of Land Management (BLM), the Environmental Protection Agency (EPA), San Juan County New Mexico and Dr. Stephen Dwyer. Monitoring and maintenance at this site is managed under the authority of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). CERCLA require experience and expertise of a minimum of 10 years of landfill cover work experience, and a registered professional engineer (PE). The primary North American Industry Classification System (NAICS) code is 541330, with a small business standard of $15.00. Period of Performance is for a base year and four (4) option years. The government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulations (FAR) 6.302.1 Only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a Request for Quote (RFQ) or a Request for Proposal (RFP). Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the government. Interested parties may identify their interest and capability to respond to the requirement or submit a capability statement by responding to this notice no later than 4:00 PM, MD July 1, 2021 by e-mail to etippeco@blm.gov. All information submitted should support the offerors capability to provide the service required and shall be furnished at no cost or obligation to the government.
