Description
Comprehensive Soldier Health and Wellness Program; �Massachusetts Army National Guard, Hanscom AFB, Massachusetts. The Government anticipates that this solicitation, in the form of a Request for Proposal (RFP) under FAR 13.5 procedures, will be available on or about 7�July 2021 from the Contracting Opportunities link within the beta.SAM.gov website on-line at https://beta.sam.gov/. The solicitation, Performance Work Statement (PWS), and associated information will be available only from the beta.SAM.gov website. DESCRIPTION OF WORK: The Contractor will provide all labor, supplies, materials, transportation and supervision necessary to conduct an on-site, on-going, comprehensive Soldier health and wellness program that provides full-time emotional health, behavioral change, physical fitness and nutrition support to the Army personnel of the Massachusetts National Guard. The goal of this comprehensive program is improve these service members' ability to meet the five holistic health and fitness (H2F) domains of physical readiness, nutritional readiness, spiritual readiness, mental readiness and sleep readiness. This comprehensive program should include written and digital materials and health and fitness curriculum provided to each enrolled� service member; and fitness coaches, nutritionists, sports psychologists, injury prevention specialists and other personnel for program implementation, feedback, and individual mentorship and consultation. Materials and personnel must be capable of providing appropriate methodologies to achieve and maintain fitness and readiness levels for military personnel who may function in rugged and austere environments, rather than general fitness or competitive body-building/fitness techniques. The ability to, at a minimum, collect and analyze data as outlined in FM 7-22 paragraphs 1-17 to 1-22 is required. A thorough understanding of Army military fitness standards and of the physiological and psychological impacts of operational challenges is desired. Individuals working on site and/or with military members would be required to submit to background checks and meet the minimal professional qualifications outlined in FM 7-22 paragraphs 1-28 to 1-39. ������ All work required shall be in strict accordance with the detailed requirements of the Performance Work Statement (PWS). The main place of performance shall be at the MAARNG Medical Command (MEDCOM) building on Hanscom AFB, MA. Intermittent performance may also be, as required, at MAARNG locations throughout the Commonwealth of Massachusetts. The Government anticipates awarding one (1) Firm Fixed Price contract with a 12-month period of performance. This effort is being solicited as a competitive Certified Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside (FAR 19.14) set aside. Funds are presently not available for this acquisition. No award will be made under any resultant solicitation until certified funds are available. The applicable North American Industry Classification Standard (NAICS) Codes for this solicitation are 621399 - Offices of All Other Miscellaneous Health Practitioners and the small business size is $8 Million. All responsive offers from responsible Certified Service-Disabled Veteran-Owned Small Business (SDVOSB) offerors will be considered. Interested offerors must be registered with in the Systems for Award Management (SAM). SAM registration information can be accessed on-line at https://beta.sam.gov/. Interested offerors are required to post their representations and certifications on-line within SAM.
