Description
The Burke Martin Mine is in a residential neighborhood near the Town of Montezuma, CO situated on National Forest System lands managed by the Dillon Ranger District in Summit County.� In 2019, the Mill Building was demolished without obtaining a demolition permit.� The asbestos containing material (ACM) is scattered throughout the demolition debris pile.� In June 2020, the Dillon Ranger District issued a Temporary Closure Order at the Burke Martin Mine. This Order is necessary to provide for public health and safety during large-scale asbestos mitigation activities. The State of Colorado Public Health and the Environment has classified this site as a �minor� asbestos spill.� The asbestos mitigation will involve the removal of friable ACM prior to obtaining a demolition permit for the removal of non-friable ACM.� The Summit County landfill will not accept any ACM for disposal.� All ACM must be removed from National Forest System lands for off-site disposal at a State approved disposal facility. Description of Services:� The contractor shall provide all management, supervision, labor, personnel, transportation, materials, equipment, and supplies, except as otherwise specified, necessary to provide Asbestos Mitigation services for all asbestos containing material (ACM-friable and non-friable) from a former Mill Building at the Burke Martin Mine managed by the Dillon Ranger District located in Montezuma, Colorado. Asbestos mitigation activities will involve hand removal of friable asbestos, obtaining demolition permit for the removal of non-friable asbestos containing building materials, and the segregation and stockpile of uncontaminated building materials (native wood) for repurpose by the Forest Service.� Contractor must pass initial visual inspection for the removal of friable ACM, obtain demolition permit, and pass final visual inspection by State Building Inspector.� Note:� There are no utilities (water/electricity/restrooms) available for Contractor use at this location. All work shall be performed in accordance with this statement of work and all federal, state and local laws and regulations. Burke Martin Mine Legal Address:� E. � Section 35 Township 5 South Range 36 West GPS: North 39� 34� 21.6� - West 105� 51� 47.6� From Interstate 70, take the Dillon/Silverthorne exit 205 and travel US Hwy 6 towards Keystone.� From Keystone, take the Montezuma Road, County Road 5 to Montezuma.�� The Burke Martin mine is just past the Town of Montezuma and is accessible from County Road 5. The performance period is August 1 � September 30, 2021.� (If awarded in time). The Contractor may schedule work at this location during normal business hours 0800-1800, Monday thru Saturday.� Due to proximity of residential neighborhood, no work will be performed in the evening hours. The Contractor cannot work at this location Labor Day Weekend, September 4-6, 2021. The Prime Contractor shall be a General Abatement Contractor Certified by the Colorado Air Pollution Control District to work with asbestos in construction, repair, renovation, maintenance, demolition, or salvage activities.� The Prime Contractor shall provide proof of the above certifications to the Contracting Officer for review and approval. All asbestos mitigation workers (including subcontractors) shall be certified by the Colorado Air Pollution Control Division.� The General Abatement Contractor shall provide proof of certifications of all workers to the Contractor Officer for review and approval.� � Per Sunrise Environmental Asbestos Inspection report, the following tasks are required at this location: Remove and dispose of all friable asbestos containing material. Pass visual clearance by State Building Inspector to obtain demolition permit application. Submit demolition permit application with payment � 10 day waiting period. Remove and dispose of all non-friable asbestos containing material. Segregate and stockpile uncontaminated building materials (native wood) for FS repurpose. Remove and dispose of all remaining manmade building materials (metal/nonmetal) from contaminated debris pile. Pass final visual inspection by State Building Inspector.
