- The purpose of this Solicitation update is to provide responses to questions received from industry in regards to this Solicitation. Changes to the Solicitation are summarized in the file titled ""WCC_RFP_Change_Log_22 Jun 2021"" with responses in the file titled ""WCC_RFP_Industry_Responses_22 Jun 2021.""�Two images have also been provided in response to questions and are provided herein. Questions related to this RFP must be submitted�prior to�10:00 AM ET on�5 July 2021.�� -------------------------------------------------------------------------------------------------------------------------------------------------------------------------- The U.S. Coast Guard (USCG) is hereby issuing a small business concern set-aside Solicitation under full and open competition after the exclusion of sources for the Design and Production of an estimated twenty-seven (27) Inland Construction Tenders (WLIC) and River Buoy Tenders (WLR) variants of Waterways Commerce Cutters (WCC).� Additionally, the Solicitation will provide for the procurement of Long Lead Time Materials (LLTM), Deep Insurance Spares, Training, and Ancillary Support CLINs.� The WCC�s mission is critical to the USCG in the support of the national security strategy for maintaining the nation�s economic, social, environmental, and military security mission areas.� The WCC will replace the capability provided by the current fleet of WLICs, and WLRs to perform missions in three main categories: (1) construction and maintenance of fixed aids; (2) repositions, replacement, and removal of river buoys based on changes in water level and river conditions; and (3) positioning and maintenance of floating Federal aids to navigation (ATON). This acquisition is being conducted in accordance with FAR Part 15 Contracting by Negotiation procedures.� The USCG plans to award one (1) Indefinite Delivery Indefinite Quantity Fixed-Price (FP) with Economic Price Adjustment contract resulting from this Solicitation.� All responsible business concerns meeting the specifics within this request may respond to the Solicitation.� Offerors are advised that direct bid and proposal costs will not be reimbursed. System for Award Management (SAM) � By submission of a proposal, Offerors acknowledge the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance and through final payment of any contract resulting from this solicitation.� If the Offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror.� Offerors may obtain information on registration and annual confirmation requirements via the SAM database accessed through https://www.sam.gov/SAM/. Offerors are advised that certain technical data for this requirement are restricted access and will be subject to International Trafficking in Arms Regulations (ITAR) and/or limited distribution.� The restricted access documents fall into two categories based on how they will be released to interested Offerors.� Group 1 documents will be released via the restricted access request in this posting and the folder is titled ""J-Attachments.""� To request access to Group 1 documents, interested Offerors must submit a valid DD-2345 to James.Platner[at]uscg.mil, Rhonda.R.Duncan2[at]uscg.mil, AND Ashley.Thomas[at]uscg.mil and click the request access next to the restricted access document in this posting titled ""J-Attachments.""� Group 2 documents will be mailed to the Data Custodian listed on the interested Offeror's valid DD-2345. All Offerors must be certified under the United States/Canada Joint Certification Program (JCP) (JCP Home (dla.mil)) to be granted access to certain technical data and/or its referenced documentation for this solicitation, to do so via Contract Opportunities (www.beta.sam.gov).� To register, or to re-register, please select the DD Form 2345 link from the Joint Certification Program (JCP) Home page JCP DD Form 2345 Specific Instructions (dla.mil) and follow the instructions for completion, noting the required documentation to submit with the form.� Send the Form 2345, along with the required documentation to the address that is provided on form. �The process should take no more than one week for you to be certified or denied for approval under the JCP.� If you encounter problems, please contact JCP at 1-877-352-2255 or via email at JCP-Admin@dla.mil.� Your firm must request access to the technical data and/or its referenced documentation in Contract Opportunities (www.beta.sam.gov) in addition to submitting the above form in order to be granted access to the technical data and/or its referenced documentation.� Once these requirements have successfully been completed, you will be granted access to the technical data and/or its referenced documentation. The drawings and data contained in the Solicitation may or may not include restrictive markings. �No Offeror or any other person who gains access to the Solicitation may use the contents of the Solicitation, whether marked with restrictive markings or not so marked, for any purpose whatsoever except to submit a proposal in response to the Solicitation herein. �Any use of the contents of the Solicitation beyond this limitation will subject the Offeror or any other person who so uses those contents to criminal and civil liability. Questions related to this Solicitation must be submitted by 10:00 AM (EDT) on June 1st, 2021.� Additional instructions for submitting questions are located in Section L.7 of the Solicitation. �Proposal submissions in response to this Solicitation must be submitted prior to 10:00 AM (EDT) on July 30th, 2021.� Additional instructions related to the proposal due date are located in Section L.8 of the Solicitation.
