- NOTICE OF INTENT TO SOLE SOURCE. This is not a request for competitive proposals/quotes. The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), hereby announces its intent to issue a sole source order/contract to L.N. Curtis and Sons, 185 Lennon Lane #110, Walnut Creek, CA 94598-2549. The NAICS code for this acquisition is 423850, Service Establishment Equipment and Supplies Merchant Wholesalers, with a size standard of 100 employees. The National Personal Protective Technology Laboratory�s (NPPTL) firefighter turnout gear lifecycle project is based on testing used firefighter turnout gear from three fire departments. One of the collaborating fire department uses GLOBE brand for their turnout gear. The fire department has agreed to collaborate with NPPTL�s project with the understanding they will receive the exact replacement turnout gear that is collected for the project. Seventy sets of GLOBE brand firefighter turnout gear (jacket/pant) of various�styles, colors, and sizes will be purchased utilizing an agreed upon voucher payment system. L.N. Curtis and Sons is a GLOBE distributor and has agreed to use the voucher payment system. A voucher is a document which is worth a maximum dollar value and which may be used only for specific items, GLOBE brand turnout gear, at a specific vendor that carries the GLOBE turnout gear line. The vendor agrees to accept a �voucher� at the point of sale and then invoices the organization for the actual purchase. The voucher should be uniquely numbered and must clearly detail the allowed item(s) and the maximum cost the purchaser is allowed to spend on the item(s). The vendor will invoice for the actual amount of the purchase up to the maximum established cost listed on the voucher. A determination by the Government not to compete this proposed action will be based on responses to this notice and is solely in the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All vendors must be registered in the System for Award Management (SAM) at www.sam.gov , prior to an award of a federal contract. This action is for services which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit quotations. This is not a request for competitive quotations; however, the Government will review any/all product, capabilities, and pricing information submitted prior to the closure of this notice. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
